The Division of Professions and Occupations (DPO) provides consumer protection through its regulation of over 500000 licensees registrants certificants and permit holders within more than 55 professions occupations and business in the State of Colorado.
DPO protects consumers in the state of Colorado through licensing and regulator enforcement for approximately 50 professions occupations and businesses and the corollary regulatory environment. The work unit is reflective of an organizational changes made in an effort to ensure effectiveness efficiency and consistency in board and program processes within the Division of Professions and Occupations and the regulatory environment in our state. The work unit exists to issue professional licenses certifications and registrations and to enforce the organic practice acts for multiple professions both healthcare and non-healthcare creating efficiencies minimizing regulatory burden and building public confidence in the system.
The work unit exists to ensure consumer protection through the regulation of nurses and ensuring those licensed and practicing under the Nurse Practice Act the Nurse Aide Practice Act and the Psychiatric Technician Practice Act comply with minimal statutory standards and coordinating the disciplinary process to enforce the statutory requirements according to the Colorado Revised Statutes. The area involves accomplishing the strategic measures of the Division including improving customer service and reducing fees protecting consumers and leading people as well as the regulation of all those providing such services ensuring that those providing the services comply with minimal statutory standards managing nursing education under the practice act and coordinating the disciplinary process to enforce the statutory requirements according to the Colorado Revised Statutes.
This position is responsible for all aspects of the overall management and supervision of the board and program areas including policy development licensing/registration administrative responsibilities nursing education and all matters related to the efficient and effective conduct of the board and program their meetings and the issues that come before these bodies. This position also will drive policymaking for the programs including establishing guidelines and processes that licensees across the state and in multiple professions would have to follow and abide by for licensing and potential disciplinary processes. This position pursues these responsibilities with independent judgment and critical analysis to improve customer service and reduce fees protect consumers and lead people in connection with the strategic goals of the division.
Duties include but are not limited to:
Directing the program area to ensure licensee/registrant compliance with rules and orders as well as complaint investigations;
Responding to unique and ever-changing inquiries from registrants and the public;
Developing and implementing procedures for program processes including establishing criteria for applicants and licensees to follow in applying for licensure in interacting with the board(s) and in disciplinary matters;
Representing the division in disciplinary and judicial proceedings;
Overseeing all phases of the review and approval of nursing education programs for professional nurses licensed practical nurses and certified nurse aides to ensure they are in compliance with state and federal statutes and board rules;
Assisting with inspecting and verifying compliance by document review of nursing education programs requesting new approval;
Supervising the preparation of written reports to the Board of Nursing that indicates areas of compliance/non-compliance with state statutes federal regulations board rules and generally accepted national higher education or training standards;
Managing the administration of review and approval of nursing education programs for professional nurses licensed practical nurses and certified nurse aides in compliance with federal and state statutes and board rules.
MINIMUM QUALIFICATIONS SUBSTITUTIONS AND CONDITIONS OF EMPLOYMENT:
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience
Nine (9)years of full-time professional* experienceworking in healthcare administration nursing and/or a government environment performing the following:
Operational management and leadership: Ensuring compliance with policies rules and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
Program management: developing program policies managing resources and ensuring program compliance monitoring and driving progress reporting outcomes and coordinating collaboration between multiple stakeholders.
Of the nine (9) years two (2) must include formal** supervisory experience over professional-level staff.
Option 2: A Combination of Education AND Experience
Associates Degree and Experience:Graduation from an accredited college or university with an associates degree in business health administration public administration public health public policy education communication general studies nursing or a field of study related to the work assignment; AND
Seven (7) years of full-time professional* experience working in healthcare administration nursing and/or a government environment performing the following:
Operational management and leadership: Ensuring compliance with policies rules and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
Program management: developing program policies managing resources and ensuring program compliance monitoring and driving progress reporting outcomes and coordinating collaboration between multiple stakeholders.
Of the seven (7) years two (2) must include formal** supervisory experience over professional-level staff.
OR
Bachelors Degree and Experience: Graduation from an accredited college or university with a bachelors degree in business health administration public administration public health public policy education communication general studies nursing or a field of study related to the work assignment; AND
Five (5) years of full-time professional* experienceworking in healthcare administration nursing and/or a governmentenvironment performing the following:
Operational management and leadership: Ensuring compliance with policies rules and regulations by planning/developing and/or ensuring the follow-through of systems used within a work unit; AND/OR
Program management: developing program policies managing resources and ensuring program compliance monitoring and driving progress reporting outcomes and coordinating collaboration between multiple stakeholders.
SUBSTITUTIONS:
*Professional work involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore extend and use additional discoveries interpretations and application and to improve data materials equipment applications and methods.
**Formal supervisory experience requires accountability for the quality and quantity of work of at least 3 full-time employees of the organization; responsibility for making decisions that affect the pay status and/or tenure of subordinates; and authority in the hiring performance planning and evaluation and progressive discipline processes.
Preferred Qualifications:
Process improvement and change management experience including developing and implementing new processes quality improvement processes and cost-saving measures including improving processes to minimize regulatory and/or compliance burdens;
Demonstrated experience working in public interest for a governmental entity or in a regulatory environment;
Demonstrated experience working as a registered nurse;
Demonstrated experience interacting with various stakeholders to provide guidance recommendations and resolve concerns among stakeholders;
Demonstrated experience writing statutes rules policies and/or procedures;
Demonstrated customer service leadership experience in developing principles and processes for providing customer service developing customer needs assessments through the use of data and reporting meeting quality standards for services and evaluation of customer satisfaction;
Demonstrated experience managing multiple program areas through subordinate-level managers including developing staff and establishing work unit goals objectives and plans;
Demonstrated program development experience including experience developing and/or monitoring a budget and experience establishing goals objectives procedures and performance expectations;
Demonstrated experience working with and supporting boards and/or commissions.
