Human Resources is currently recruiting for a Senior Payroll & Benefit Administrator to join our Human Resources team at our U.S. home office in Hunt Valley MD. This role is a key part of our HR function with a focus on benefits administration payroll processing and HR compliance.

Job Description
The Senior Payroll & Benefit Administrator plays a vital role within our U.S. and Canadian Human Resources team. Reporting directly to the Regional HR Director this position is responsible for ensuring that employees across both countries receive accurate and timely payroll as well as access to comprehensive and competitive benefits programs. The Administrator will also oversee compliance with all applicable federal state provincial and local employment regulations helping to maintain a high standard of operational excellence and employee support.
In this position your key responsibilities will be:
Benefits and Compliance Administration
- Manages all HR compliance related processes including 401(k) audits and compliance testing ERISSA regulations ACA COBRA etc.
- Works with external benefits consultants and providers to monitor all benefits options expedite delivery of service for employees resolve employee benefits issues and facilitate all compliance requirements.
- Administer time off and FLMA leave.
- Resolves employee questions and problems by interpreting benefit policies and procedures.
- Keeps employees informed of benefits information updates and news by preparing and distributing monthly benefit updates.
- Recommends benefits programs to management by studying employee requirements costs trends and developments in benefits offered and in comparison to other organizations.
- Complies with federal state and local legal requirements by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements; advising management on needed actions and facilitating approved action plans.
- Maintains benefit records by maintaining recordkeeping systems initiating new-hire benefits recording changes etc.
- Reconciles benefits accounts by approving billing statements and completing quarterly audits.
- Prepares special reports as needed by collecting analyzing and summarizing information and trends.
- Assess design implement and maintain wellness programs in US and Canada in line with company wide programs.
- Contributes to team effort by accomplishing related results as needed.
Payroll Processing:
- Manages end to end payroll operations for U.S. and Canadian employees including salary calculations tax deductions and benefits integration.
- Ensure compliance with federal state provincial and local regulations (e.g. ACA COBRA ERISA T4 and RL-1 Summary in Quebec)
- Reconcile payroll accounts and approve billing statements and monthly/quarterly audits.
- Maintain payroll records and documentation for audits and internal reviews.
- Complies with federal state and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
- Maintains employee confidence and protects Employee personal data by keeping information confidential and adhering to all relevant local and international privacy laws such as GDPR and HIPAA.
- Contributes to team effort by accomplishing related results as needed.
What qualification should you have
The ideal candidate will be highly detail-oriented financially astute and well-organized with a strong focus on delivering exceptional internal client service. They will have demonstrated experience across all key areas of payroll and benefits administration including:
- Benefits Administration
- Payroll Processing and Oversight
- Regulatory Compliance and Reporting
- Employment Law Knowledge (U.S. and Canada)
- Employee Records Management
- Organizational Awareness and Confidentiality
- Internal Customer Support
Other qualifications:
- Bachelors degree in a related field or equivalent combination of education and experience
- 57 years of experience in benefits administration including 401(k) audit and compliance
- 57 years of experience in payroll administration with in-depth knowledge of ADP Workforce Now
- CPP or FPC certification preferred
- Prior experience with Canadian benefits and payroll administration including provincial knowledge of Qubec Ontario and British Columbia
