The Roadside Environmental Field Operations Engineer is a representative of the Field Operations Section within the Statewide Roadside Environmental Unit. The Field Operations Engineer (FOE) operates to ensure that roadside programs are implemented and followed appropriately during the construction and maintenance phases of highway development in Divisions 7 and 8. The FOE provides information to construction personnel including engineers managers and subordinates on sedimentation and erosion control as well as vegetation management matters. The FOE is charged with obtaining technical expertise in matters related to environmental regulations soil types hydraulics hydrology controlling and containing stormwater runoff vegetation and water quality and then providing that expertise to construction and maintenance personnel. The FOE is responsible for monitoring a variety of projects undergoing earth disturbing activities and ensuring that all mandated rules and regulations are followed as they relate to protected water courses environmentally sensitive areas and other areas requiring permit compliance. The FOE is responsible for implementation of the Departments erosion and sediment control program and making critical decisions and judgements relating to compliance of a variety of mandates including the Sedimentation and Pollution Control Act of 1973 and the National Pollutant Discharge Elimination System. The decisions made by the FOE are substantiated by a level of expertise and experience gained through training and experience.Management prefers applicants with the following:

Performs thorough site inspections on active construction sites to determine compliance with approved plans. Ability to make complex field engineering decisions. Corresponds with engineers contractors and regulatory agencies regarding erosion and sediment control/stormwater compliance issues. Performs erosion and sediment control plan design reviews for land disturbing projects. Provides technical guidance and training to engineers contractors and other personnel on erosion and sediment control/stormwater requirements. Ability to deal with change manage conflict negotiate complex situations both technical and policy and ability to lead individuals and groups to resolve conflict. Additional job responsibilities include review of erosion and sediment control/stormwater plans NPDES/NCG01 compliance reviews and attending preconstruction and other planning meetings.

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
