The Senior Child Welfare Business Intelligence Manager position supports the North Carolina Department of Health and Human Services (DHHS) Information Technology Division (ITD) within the Human Services Business Information & Analytics (HSBIA) Office. This position manages the Child Welfare analytics workstream and oversees the development and maintenance of the Comprehensive Child Welfare Information System (CCWIS) reporting and analytics platform. This role involves directing vendor data activities ensuring alignment between data architecture and policy priorities and delivering business intelligence solutions to support leadership decision-making.
The position contributes to agency objectives by supporting strategic planning compliance reporting and data-driven improvements across North Carolinas child welfare programs. It supports integration between programmatic needs and data platform capabilities enabling high-quality reporting and decision support aligned with child welfare practice models.
Manage the CCWIS vendor data teams and ensure deliverables meet accuracy completeness and quality expectations.
Direct development and maintenance of CCWIS reports dashboards and data architecture using platforms such as Azure Synapse and the Business Intelligence Data Platform (BIDP).
Lead the child welfare analytics workstream aligning data strategies with practice and policy goals.
Coordinate reporting activities across stakeholders and serve as liaison between program leadership IT staff and vendors.
Provide recommendations on architecture and data transformation requirements based on use cases.
Translate business rules and program needs into actionable analytics strategies.
Oversee dashboard development and delivery using Power BI SAS and other tools to support agency leadership.
Evaluate reporting-related risks and implement mitigation strategies.
Maintain and support updates to datasets used by CCWIS stakeholders including federal reporting (e.g. AFCARS).
Partner with leadership to define data priorities and monitor progress toward integrated data workplans.

Demonstrated experience with SQL SAS R Python Power BI or a data toolkit of similar complexity and scope used for data analysis or dashboard development Documented experience applying Extract Transfer Load (ETL) processes to support reporting server or warehouse design based on defined use cases Proven experience gathering and synthesizing data from multiple sources to support problem-solving planning or reporting Experience conducting system analysis and translating business rules into technical specifications for analytics solutions
