Senior Central Procurement Manager (Ref: KHXXX)
The successful candidate with lead the Central Procurement team with a strong emphasis
on Source-to-Contract excellence inventory management and people management. This
pivotal role requires expertise in developing and implementing category strategies aligned
with company objectives driving value creation fostering enduring supplier relationships.

The Job
A) Strategic Category Management:
Develop and implement category strategies aligned withorganisation objectives
leveraging market insights supplier capabilities and business requirements.
Continuously refresh strategies to adapt to evolving business needs and external
factors ensuring aresilient and sustainable supply chain.
B) Business Partnership
Collaborate closely with business stakeholders and market procurementleads
to understand priorities and operational strategies.
Provide valuable market insights forstrategic planning and decision-making
processes.
C) Value Delivery:
Drive value creation through effective category management practices
ensuringalignment with project goals and key business requirements such as
cost quality time and safety.
D) Supplier and Contract Management:
Lead end-to-end supplier management processes includingRFQ creation
market research negotiation performance evaluation and relationship
management.
Ensure robust contract management practices to optimize terms and conditions
mitigate risks and foster strategic partnerships.
E) New Supplier Development:
Identify and develop relationships with potential new suppliersincluding
startups to enhance supplier diversity and innovation.
Stay abreast of market trends andtechnological advancements to drive
continuous improvement and competitiveness.
F) Inventory Management:
Oversee warehouse and inventory management processes to optimizestock
levels minimize carrying costs and ensure timely availability of materials and
equipment forproject requirements.
G) People Management:
Lead and mentor a team in performing procurement activities (purchase
orderservice order service entry RFQ tender etc) providing guidance
coaching and support in theirprofessional development.
Foster a collaborative and high-performance culture within theprocurement
team.
H) Group Standards and Policy:
Collaborate with the Group Legal and Finance to establish streamlineand ensure
compliance with Group Tender Policy and Procurement Policy as well as other
key policies.
Implement and execute the Source-to-Contract process to drive efficiency and
consistencyacross procurement activities.
I) Potential Challenges to Mitigate:
Obtain buy-in from diverse business stakeholders to drive processimprovement
as well as alignment and execution of category strategies.
Operate effectively in anagile and cost-competitive environment balancing
strategic objectives with operational constraints.
J) Key Decisions & Dimensions:
Governance of central procurement policies and processes.
Developand execute category strategies with business stakeholder support.
Translate business requirementsinto actionable category needs.
The Candidate
Bachelor's degree or equivalent with at least 15 years experience in procurement
management including a minimum of 5 years of managerial experience
Excellent team player with exceptional communication skills.
Demonstrated ability to conveyconcise messages to influence change and to gain
consensus across functional groups
Strong leadership and people management skills with proven experience in
leading anddeveloping procurement teams.
Expertise in strategic category management supplier relationship
management and contractnegotiation.
Proficiency in inventory management principles and practices.
Ability to carry out the responsibilities effectively
Ability to be activated during off-office hours for emergency work exigencies
