What Youll Do To Contribute to Agency Success :
As the Compliance Program Manager you will report directly to the Deputy Assistant Director of the Division of Behavioral Health and Housing Grants Administration. Youll be responsible forthe oversight of the AHCCCS DBHH Sub-Recipient Monitoring program and will provide analysis post award services and oversight to ensure compliance with Uniform Guidance and grant specific requirements; serve as a resource for staff of grant funded programs for fiscal and programmatic compliance matters.
The position is grant funded and may be eliminated based on the availability of funding. Candidates are to be made aware in writing that the position is for the duration of the grant funding during the recruitment process and in the job offer letter to the successful candidate.

Provide oversight of sub-recipient programmatic and financial compliance with all funding source requirements. Ensure annual sub-recipient monitoring activities are complete and appropriately documented including sub-recipient risk assessment desk audits operational review activities and on-sight monitoring.
Knowledge:
State and federal health care laws and regulations
Federal grant management regulations
Arizona Public Behavioral Health system including AHCCCS/Administrative rules policies and contract requirements
Principles methods or tools for developing scheduling coordinating and managing projects and resources
Health care industry and managed care concepts and practices as well as obtaining knowledge of AHCCCS contracts and policies and the behavioral health delivery system in Arizona
Project management methodology and techniques to select a particular approach to analyze develop or implement policy
Statistical analysis data analysis and research methods
Concepts and techniques associated with strategic planning quality management and change management
Various types of contracts techniques for contracting or procurement and contract negotiation and administration
Skills:
Must be skilled in producing written information in a succinct and organized manner that is appropriate for intended audience
Requires organizational skills to manage multiple projects simultaneously prioritize projects and meet deadlines
Must possess effective communication presentation skills and research skills

Minimum: Bachelors or higher degree in Public Health Social Work or Public Administration or closely related field OR 5 years experience working with health care related federal grant administration. Degree may substitute for one year of required experience.
Preferred: Behavioral health license or certification. Three years managerial experience resulting in a broad based knowledge of health care and familiarity with principles of managed care. Project management certification.
Successfully pass fingerprint background check prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R.12.) AND have an acceptable driving record for the last 39 months including no DUI suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however mileage will be reimbursed.
