We Require
Two years of professional analytical experience
Bachelors degree in Business Administration Public Administration or a closely related field
A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
Must possess or have the ability to obtain a valid Arizona drivers license by the time of hire
We Also Value
Experience with Arizona Revised Statutes Title 48 Chapter 6
Experience using Cartegraph software for data management and analysis
Job Contributions
Conduct complex research and in-depth interpretation of Arizona Revised Statutes Title 48 Chapter 6 along with applicable County policies to ensure compliance in the formation and management of improvement districts including street lighting water wastewater and paving. Interpret legal statutes and respond to public inquiries by clearly explaining complex legal and technical matters. Advise property owners the Superintendent of Streets Department Director Assistant County Manager County Manager and the Improvement District Board of Directors (Board of Supervisors) who formally approve all district formation actions at public meetings. Follow statutory procedures to form improvement districts upon property owner request including drafting petitions addressing questions from property owners preparing public notifications and coordinating Board of Supervisors agenda items and resolutions of intent for approval
Represent the Office of the Superintendent of Streets in interactions with the public other departments and the Board of Supervisors. Lead meetings with stakeholders including the public improvement district utilities staff and leadership. Summarize improvement district processes and challenges for the Board. When questions about Arizona Revised Statutes arise review the issue compile relevant documents and consult the County Attorneys Office for guidance
Compile and analyze data from Cartegraph including reviewing work orders tasks and resource entries to identify trends challenges and opportunities for improvement within Roadway Maintenance. Lead discussions with staff to present data insights and actionable recommendations aimed at enhancing data accuracy and operational efficiency. Monitor progress track the implementation of improvements identify recurring trends and develop additional recommendations as needed to ensure desired outcomes
Manage existing improvement districts by addressing inquiries reviewing and approving quarterly budget requests evaluating street light shield applications and researching parcel inquiries related to improvement district liens
Manages data for Street Light Improvement Districts in Cartegraph and the Road Information Tool including entering district boundaries verifying assets and conducting field visits to identify and document missing street lights
Develop and maintain improvement district procedures by reviewing internal processes and documentation updating them to reflect current practices and ensuring operational consistency
Review improvement district data entered into OnBase for accuracy and completeness

Working Conditions
Exerting 20 - 25 pounds occasionally 10 - 25 pounds frequently or up to 10 pounds constantly
Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
Incumbent may be subjected to moving mechanical parts vibrations fumes odors dusts poor ventilation chemicals oils extreme temperatures inadequate lighting workspace restrictions intense noises and travel
The work will occur in an office and field environment. While performing the duties and responsibilities the employee may be exposed to loud noises noxious odors unsanitary conditions chemicals electricity moving mechanical parts varying weather conditions and other related conditions and situations. The position is subject to atmospheric conditions: fumes odors dust mists gases or poor ventilation
