Job Function Statement:

The Felony Director is responsible for assisting the Public Defender in managing the Law Office of the Public Defenders Felony Division. The Felony Director will be accountable for all actions of the Felony staff attorneys contract attorneys and support staff. Additionally in coordination with the Public Defender the Felony Director will be responsible for implementing the operational goals objectives policies and procedures necessary to provide effective representation for indigent clients who are charged with a felony offense. The Felony Director will also assign work supervise & evaluate the Felony Divisions legal staff & contract attorneys and monitor the case loads of the Felony Divisions staff attorneys & contract attorneys. The Felony Director is responsible for the recruitment selection of training evaluation and discipline of Felony staff attorneys when conjunction with the evaluation of new lawyers the Felony Director is responsible for making recommendations about the transfer or promotion of staff lawyers in other Divisions. Additional duties include supervision and oversight of the Felony Division by providing direction and guidance for case preparation trial strategies client contacts and communications plea negotiation and sentencing advocacy. Conduct and attend monthly meetings with the Felony Division of the Office of the Public Defender to discuss common issues or problems and potential solutions thereof. Moreover the Felony Director will be the liaison for the Law Office of the Public Defender to the Court of Common Pleas and any ancillary offices.

Minimum Qualifications:
Admission to Ohio Admission to Ohio Bar pursuant to Section 4705.01 or Revised Code; Completion of 24 credit hours of continuing legal education from accredited programs for applicable two-year reporting period pursuant to Rule X of Rules of Government of Bar of Ohio; current certificate of registration in good standing pursuant to Rule VII of Rules of Government of Bar of Ohio; at least 5 years experience as an attorney in Ohio and equivalent combinations of experience and/or training and a distinguished record as determined by the Public Defender of providing leadership and supervision to attorneys and staff. Responsibility includes the handling of the more complex cases and/or difficult clients. Must have valid license in Ohio.


Illustrative Duties:

The Felony Director is responsible for assisting the Public Defender in managing the Law Office of the Public Defenders Felony Division. The Felony Director will be accountable for all actions of the Felony staff attorneys contract attorneys and support staff.
Additionally in coordination with the Public Defender the Felony Director will be responsible for implementing the operational goals objectives policies and procedures necessary to provide effective representation for indigent clients who are charged with a Felony offense.
The Felony Director will also assign work monitor and assist in caseload management supervise & evaluate the Felony Divisions legal staff & Panel attorneys
Additional duties include supervision oversight and coverage when necessary of the Felony Division by providing direction and guidance for case preparation trial strategies client contacts and communications plea negotiation and sentencing advocacy.
The Felony Director will conduct and attend monthly meetings with the Felony Division of the Office of the Public Defender to discuss common issues or problems and potential solutions thereof.
Moreover the Felony Director will be the liaison for the Law Office of the Public Defender to the Common Pleas Court and any ancillary offices.
Develop and coordinate with the Training coordinator a mandatory orientation program for all new municipal staff attorneys.
Provide mentoring for all staff assigned or contract attorneys
Handle inquiries from clients and/or clients family members regarding the representation being provided by staff assigned or contract attorneys.
Work in conjunction with the Public Defender in developing and maintaining relationships with community groups and organizations within the Cincinnati area who can serve as resources for the divisions clients.

Knowledge Skills and Abilities:

The following are necessary to perform the duties of this classification.


Knowledge of:
law (i.e. procedural & substantive); Ohio and federal court systems; legal research methods; legal writing; interviewing; federal and state regulations specific to assigned program; agency policies and procedures; legal or quasi-legal proceedings; supervision; employee training and development; spelling punctuation and grammar; Internet protocols; case management.


Skill in:
Using legal research tools; use of case management software; organization; operation of modern office equipment (computer copier fax machine etc.); writing analyzing information; use of computer and Internet; public relations.


Ability to:
deal with large number of variables and determine specific course of action; organize and interpret extensive variety of legal material in books journals or legal documents; communicate verbally and in writing regarding legal issues; handle sensitive contacts with government officials adverse parties and/or general public; deliver speeches before general audience; establish and maintain effective working relationships with paralegals staff attorneys and court clerks; maintain accurate records reports document files and litigation notebooks; establish and develop paralegal training materials; coordinate and improve paralegal litigation; proofread materials identify errors and make corrections; develop rapport with Police Officers Law Enforcement Agencies Government Agencies victims witnesses defendants general public etc.; work independently; interpret testimony of witnesses on technical subjects; perform accurate work on time; handle documents of a sensitive or confidential nature; exercise sound judgment; establish and develop attorney training materials; coordinate and improve attorney litigation.
