Vacancy Status: This job posting is for an existing vacancy. This is a 10-month contract from September 15 2025 to July 17 2026 (approximately).

What do you offer

The IMPRESS (Integrated Measurement for Performance Review and Enhanced Settlement Services) Program Manager will lead the implementation of a ground-breaking national initiative aimed at enhancing the evaluation capacity of settlement organizations (SPOs) across Canada. By developing innovative tools training programs and a digital platform the Manager will enable SPOs to collect meaningful data assess program impact and improve service delivery. The Manager will work closely with advisory committees technical experts and community partners to ensure the programs success ultimately driving sustainable improvements in the settlement sector. The Manager will also ensure that all program operations adhere to privacy and cybersecurity regulations safeguarding sensitive participant data and maintaining robust digital security standards. The Manager is responsible for the overall management and leadership and on-site/remote operation of the program in order to achieve all program goals.

Some of the tasks of this position include:

• Providing leadership to the program and its staff.
• Working closely with advisory committees technical experts and community partners to ensure the programs success.
• Ensuring that all program operations adhere to privacy and cybersecurity regulations.
• Building and maintaining strong relationships with external stakeholders.
• Representing the program at national events conferences and workshops effectively communicating program goals and outcomes.
• Ensuring that the funders targets and performance commitments are achieved.
• Conducting in-depth analysis of program evaluation data to identify patterns successes and areas needing improvement.

What qualifications and abilities are we looking for

The successful candidate will have the following:

Education

• Bachelors degree in social sciences public administration or a related field
• Doctorate degree preferred particularly in fields relevant to program management service quality or evaluation

Language

• Fluent in English oral and written
• Proficiency in French is preferred.

Experience Skills and Abilities

• Knowledge of program evaluation methodologies data collection techniques and performance measurement frameworks.
• Experience in managing large-scale projects including coordinating diverse stakeholders and ensuring timelines are met.
• Proven track record of working in the settlement or non-profit sector preferably with rural or equity-seeking communities.
• Experience developing and delivering training programs especially for adult learners.
• Experience with budget oversight.
• Familiarity with creating and implementing digital tools or platforms for data collection and analysis.
• Knowledge of issues related to sexual and gender-based violence mental health and rural community dynamics.
• Proficiency in using data collection platforms survey tools and performance measurement systems.
• Knowledge of digital literacy and hybrid service delivery in the settlement sector.

Additional Requirements:

• Applicants must already have a valid permit to work in Canada.
• A Police Record check not more than 6 months old is Records checks are reviewed on an individual basis and the offense(s) - if any - is considered in the decision-making process in relation to the requirement of working with children therefore not eliminating all candidates with a record from being offered a position.
• Annually staff must complete the mandatory training for the protection of Children & Youth and submit the certificate of completion.
