**DEPARTMENTAL PROMOTIONAL: This position is limited to the regular employees of the County of Santa Barbaras Human Resources Department.**

The County of Santa Barbra Human Resources Department has one full time vacancy for an Employee Relations Manager. The position is categorized as Human Resources Professional Senior classification but will be underfilled at the Management Professional II level within the Countys leadership series. The primary office for this role is in Santa Barbara CA but this position may work a hybrid telecommuting schedule (onsite work is required when needed). Travel throughout the County may be required as well.

We are seeking experienced and dedicated employee relations/labor relations professionals to join our dynamic team. As an Employee Relations Manager you will play a vital role in fostering a positive and productive work environment by managing and resolving employee relations issues. Your expertise in employee engagement conflict resolution HR policies and labor relations will be critical in promoting a culture of trust collaboration and mutual respect within our organization.

As the Employee Relations Manager you will be responsible for proactively addressing employee concerns facilitating open communication channels and promoting fair and consistent practices throughout the organization. You will collaborate closely with departmental HR managers managers and other stakeholders to develop and implement effective strategies that improve employee performance minimize conflicts and promote a positive work environment.

Your role will involve investigating employee complaints conducting workplace investigations providing guidance and support to managers in handling disciplinary actions or performance improvement plans negotiating collective bargaining agreements managing grievances facilitating the meet and confer process and other labor/employee relations functions. You will also be responsible for interpreting and enforcing HR policies and ensuring compliance with employment laws.

  • Understand interpret and apply Civil Service Rules Memorandums of Understanding (MOUs) and Resolutions.

Examples of Duties

  1. Represents management in relations with employee organizations including contract negotiations; consults with the Chief of Labor & Employee Relations the Human Resources Director and department heads on matters of policy and on terms of memoranda of understanding prior to and during the negotiations process; conveys Board of Supervisors direction to and performs staff work for the Countys chief negotiator with recognized employee organizations in meet-and-confer sessions; recommends the selection of other members of the Countys negotiating teams and provides training to those team members; analyzes management and union proposals as well as information on wages benefits working conditions and other terms and conditions of employment for County employees in order to determine cost and policy implications; drafts language for proposals and agreements; coordinates implementation of negotiated changes with departments and Auditor-Controller; coordinates and consults with Auditors staff regarding payroll issues.
  2. Interprets and explains provisions of salary and benefits resolutions memoranda of understanding Civil Service Rules Fair Labor Standards Act and other laws and legal documents affecting terms and conditions of employment to managers supervisors and employees; provides advice and training in employee relations matters and in handling supervisory problems and employee grievances; develops and conducts training for managers and supervisors on employee relations matters.
  3. Participates in preparations for Civil Service hearings mediation arbitration and similar proceedings and presents management position in such proceedings and/or coordinates with County Counsel and departments; advocates management position in disputes with employee groups.
  4. Conducts surveys studies or research relevant to human resources policies labor negotiations and compensation; makes recommendations regarding human resources policies and procedures salaries and other compensation issues.
  5. Plans and supervises the work of staff; administers human resource management programs.
  6. Demonstrates a proactive customer-focused attitude and cultivates trust relationships with a diverse group of stakeholders
  7. Presents data in a persuasive and strategic manner to support strategic position.
  8. Applies long term strategic direction through short term actions.
  9. Performs related duties as assigned.

Employment Standards

The knowledge skills and abilities listed below may be acquired through various types of training education and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a bachelors degree from an accredited four-year college or university a field related to the specified job family and
  • Two (2) years of progressively responsible experience involving planning analysis coordination and evaluation in the field of Human Resources.

Licenses and Certificates
For specific positions possession and maintenance of a valid California drivers license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

Knowledge of:
  • Principles and practices of public administration and principles of organization management and staffing.
  • Pertinent local State and Federal laws rules regulations and statutes.
  • Principles and practices of public finance budgeting and fiscal control.
  • Standard and accepted uses and applications of statistics.
  • Standard and accepted modern research techniques including the use of surveys and questionnaires.
  • Principles and practices of local government including county administration organization programs and functions.
  • Modern office procedures methods and computer equipment.
  • Computer software including word processing spreadsheet presentation and database applications.
  • English usage spelling punctuation and grammar.

  • Understand interpret and apply complex rules and procedures.
  • Analyze systems and administrative and management practices and identify opportunities for improvement.

  • Interpret and apply pertinent local State and Federal laws and regulations.

  • Exercise initiative sound independent judgment tact sensitivity and discretion and maintain confidentiality within established guidelines.
  • Collaborate with various community groups in a tactful and effective manner.
  • Effectively handle multiple assignments.
  • Communicate clearly and concisely both orally and in writing.
  • Observe and problem solve operational and technical policies and procedures; recall and utilize a variety of information; work under time pressure and complete a high volume of tasks; focus on a single task for long periods of time.
  • Read analyze evaluate and summarize written materials and statistical data including reports financial reports and budgets.
  • Establish and maintain effective working relationships with a diverse range of individuals including but not limited to coworkers subordinate staff supervisors other managers professional agencies and the general public.

Supplemental Information

  2. Application Ranking:Applications that meet the employment standards will be evaluated and scored. Candidates final score and rank on the eligibility list will be determined by the information provided on their application. This process may be eliminated if there are fewer than eleven (11) qualified candidates.

Candidates must receive a percentage score of at least 70 on the Application Ranking Assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established all candidates will receive an email notice of their score on the exam(s) rank on the employment list and exact duration of the employment list.
