Housed within the City Managers Office the Office of Economic Development and Cultural Affairs (OEDCA) leads the implementation of San Joses economic strategy work plan. OEDCA has four integrated divisions: Business Development Workforce Development (work2Future) Real Estate and the Office of Cultural Affairs.
OEDCAs Business Development Division is the primary contact for the Citys business community responsible for:
Current activity across the Division includes: business outreach and assistance supporting downtown development establishing local business associations and improvement districts attracting foreign direct investment and free trade zone storefront grants analysis of economic policy and key business communications and marketing as well as providing leadership and support across the Citys Community and Economic Development Service Area.
The Small Business Executive Analyst is one of the 7-member small business team within the Business Development Division in OEDCA.
As part of its response to the effects of the COVID-19 pandemic the City established the small business team within the Business Development Division of the OEDCA. This process has continued to evolve over the past 3 years as the team has learned how best to support and respond to small businesses and created service offerings to match their needs.
Core services within the small business team include but are not limited to building neighborhood business district organizational capacity designing and contracting for services to retain businesses support to entrepreneurs and startups permit support administering the storefront business grant program and managing the citywide Small Business Advisory Committee.
This position involves working with many of the core services by providing support to local business associations collaborating with business service providers and consultants the promotion of business service programs outreach to small businesses and local companies managing grant agreements providing guidance and making referrals for advice on the City permitting and responding to leads and inquiries.
The position will work collaboratively with team members in the OEDCA senior City staff and elected officials and on occasion may be required to conduct presentations and speak at events and public meetings.
The position requires verbal and written fluency in either Vietnamese Chinese or Spanish and the Executive Analyst will be expected to support the development and dissemination of business communications and collateral.
The position also supports the broader work of the Business Development Division including connections and information to businesses on local state and federal programs implementation of City Council direction on economic-development related policy and programs and support in accessing economic data.
The position reports to a Senior Executive Analyst on the Business Development team.
This is a limit-dated/overstrength position that is funded through June 30 2026 with potential for further extension.However should this position be discontinued through the budget process the City may seek to place you in other internal job opportunities based on your previous work experience.
Executive Analyst I: Bachelors Degree from an accredited college or university in business or public administration or a closely related field.
Executive Analyst II: Bachelors Degree from an accredited college or university in business or public administration or a closely related field; and two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Executive Analyst I with the City of San Jose.
Acceptable Substitution:Experience as a Staff Specialist with the City of San Jos may be substituted for the education requirement on a year for year basis.
Bilingual-Bicultural in English and either Vietnamese Chinese or Spanish is required.Competencies
