JOB TITLE: Specialist-Benefits and Leaves

REPORTS TO:Coordinator- Benefits

WAGE/HOUR STATUS: Nonexempt

PAY GRADE:Para 7

PRIMARY PURPOSE:

The Benefits and Leave Specialist position is responsible for organizing and supporting the district leave and employee benefits program according to established policy rules and regulations. Process and provide timely notification and communication to employees and supervisors regarding leaves and absences. Assist in training and professional development session as needed. Maintain records and provide assistance to employees to ensure effective use of benefits.

QUALIFICATIONS:

Required:

  • 60 hours from an accredited college or university and 2 years related experience; or
  • High School Diploma/GED and 4 years of benefits human resources or a related field

Preferred:

  • 60 hours from an accredited college or university
  • Three years direct experience in Human Resources Benefits Administration employee services or related services
  • Fluent in Spanish
  • SPHR or PHR Certification

SPECIAL KNOWLEDGE/SKILLS:

  • Work effectively in a fast-paced work environment
  • Knowledge of administration of leave programs and applicable laws
  • Ability to interpret and disseminate information to individuals and groups
  • Effective communication and interpersonal skills (oral and written)
  • Strong problem-solving skills including being able to identify issues and resolveprograms in a timely manner
  • Effectively read and interpret information present numerical data in a resourceful manner and skillfully gather and analyze information

MAJOR RESPONSIBILITIES AND DUTIES:

Leaves:

  • Communicates with campus and departmental administrative staff to process leave of absences and maintain confidentiality of all information.
  • Process all long-term absences determine eligibility for various leave programs including Family and Medical Leave (FMLA) and Temporary Disability Leave (TDL) according to established guidelines and provide employees with required timely notice.
  • Process complete and review disability paperwork.
  • Complete the ADA Interactive process for all district employees as needed.
  • Effectively interprets all Leaves and ADA implications as they relate to leaves of absences/disabilities.
  • Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information relating to medical certification requirements return-to-work dates etc.
  • Work cooperatively with payroll department and workers comp to process and coordinate all employee leaves and absences including assisting with those relating to workers compensation claims.

Benefits Administration:

  • Administer employee benefit programs such as group health insurance dental life and medical reimbursement and process to ensure quick equitable and courteous resolution.
  • Process employee benefit enrollment and change forms within required time limits to meet payroll deadlines and maintain confidentiality of all information.
  • Lead benefits open enrolment meetings and new hire orientations.
  • Lead professional development training for leaves and benefits.
  • Lead secretary in-service training

Records Reports and Correspondence:

  • Prepare correspondence forms and reports within the allotted timeframe.
  • Maintain physical and computerized employee leave/workers compensation records including confidential medical certifications.
  • Process Attorney General support orders.
  • Input access and compile data and assist with preparing reports on employee leave status utilization of employee leave programs.
  • Approve and process exception request
  • Review and correct discrepancy reports as needed
  • Be able to articulate monthly leave data trends for your departments.
  • Perform all other duties and assigned.

WORKING CONDITIONS:

The usual and customary methods of performing this job require the following: ability to work in a fast-paced high-intensity work environment efficiently and effectively with frequent interruptions. Job may require prolonged periods of time sitting reaching and repetitive hand motions; prolonged use of computer. Overtime is required as necessary.
