The HIV/STI/STD Program Analyst position resides in the Communicable Disease Branch (CDB) of the Division of Public Health (DPH) and will report directly to the Deputy Branch Head/Operations Unit Manager. This position will serve as a member of the Operations Unit team. They also work collaboratively with other members of the CDB program leads. They are primarily responsible for providing grant development and support as well as budget development and monitoring in coordination with the Deputy Branch Head/Operations Unit Manager Unit Heads and their teams. They will work closely with program staff and assigned budget officers in the Division of Public Health. They will also work with the designated federal program officers. They have direct responsibility for fiscal contractual and grant management activities for all state and federal Sexually Transmitted Infection (STI) related funding sources conducted by the Branch including supporting the tracking of deliverables.

The duties of this position include:
  • Serving as the project lead for all state and federal Sexually Transmitted Infection (STI) related funding sources i.e. Strengthening STD Prevention and Control for Health Departments (STD PCHD) and the supplemental awards (i.e. DIS Workforce Expansion Grant) Combating Antimicrobial Resistant Gonorrhea and Other STIs (CARGOS).
  • Support the High Impact HIV Prevention and Control grant as well as coordinate with the Ryan White grant.
  • Oversee all aspects of the STD PCHD and supplemental awards and include organizing and submitting annual reports gathering input from internal managers/stakeholders and manage the process of the new and continuing applications when it is due to grantor agencies in coordination with the Deputy Branch Head/Operations Unit Manager Unit Heads and their teams.
  • Coordinate various aspects to support HIV/STI/STD related programs. The employee will take the lead in preparing grant applications annual reports interim reports and other ad hoc reports to CDC in coordination with the Deputy Branch Head/Operations Unit Manager Unit Heads and their teams.
  • Perform budget-related activities for both state appropriations and federal funds.
  • Assist program staff with grant application budget development monitoring budget reports in the North Carolina Financial System (NCFS) providing input for preparation of reports required by grantor agencies reclassifying inappropriate expenditures realigning budget when necessary/requested assisting the Division of Public Health Budget Office with budgeting Communicable Disease Branch (CDB) grant awards and advising program staff on budgeting and fiscal policies and procedures.
  • Coordinate with Communicable Disease Branch (CDB) operations staff responsible for accounts payable contracts and agreement addenda and temporary staff who support HIV/STI/STD subrecipient monitoring.


The HIV/STI/STD Program Analyst position works out of the downtown Raleigh location with limited hybrid office/teleworking options available.

Physical Requirements:

  • Work Requires visual acuity to perform an activity such as: preparing and analyzing data and figures transcribing; viewing a computer monitor; extensive reading; visual inspections involving small defects small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
  • Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push or pull or otherwise move objects including the subjects own body.

Bachelors degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment;
OR
An equivalent combination of training and experience.
