The City of Richmond Department of Public Utilities Financial Operations Division is seeking a qualified individual for the position of Accountant. This position will prepare maintain and reconcile financial records for Financial Operations.This work requires independent evaluation analysis of issues and judgment to select and apply criteria in order to resolve problems and make recommendations.

Duties include but are not limited to

  • Classifying and input of routine data of fixed assets into automated system.
  • Compiles and assembles information to be used by others such as documents and records for internal and external auditors.
  • Input retrieve and analyze data; review reports to ensure that data is current and accurate
  • Tags equipment and performs annual inventory of fixed assets at various locations.
  • Serves as a backup for creating requisitions and/or approving purchase orders and paying invoices.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in accounting finance business administration or a related field or training and education equivalent to four years of college education
  • Three years of journey-level professional accounting experience such as general ledger maintenance and oversight financial forecasting preparation of financial statements and reconciliation of statements and accounts
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


PREFERRED QUALIFICATIONS:

  • Extensive knowledge of office practices and procedures skilled in operating office equipment

  • Demonstrated use of word processing and spreadsheet applications and strong interpersonal skills.

  • Fixed Assets experience and Oracle Experience is preferred.

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Basic accounting such as journal entries chart of accounts methods of reporting and basis of reporting

  • Electronic databases and related software applications such as Rapids and MUNIS
  • Regulations related to sponsored programs at the local state and federal levels
  • Financial systems
  • Fiscal management principles
  • Fund accounting
  • Generally Accepted Accounting Principles (GAAP)
  • Governmental accounting
  • Grant accounting
  • Office of Management and Budget circular and applicability to grants management related to CAPER A-133 audits
  • Reconciliation including preparing

  • Advising sub-recipients of federal funding related to a financial environment
  • Communicating with various internal and external departments
  • Completing revenue reports and reimbursement of expenditures in a timely manner
  • Developing policies and procedures
  • Ensuring revenue is collected and recorded accurately in the appropriate systems
  • Maintaining and recording files receivables etc.
  • Performing related reconciliations and account reclassifications as required
  • Planning reviewing preparing and monitoring budgets
  • Possessing financial and budgetary analysis skills
  • Possessing strong Excel spreadsheet skills
  • Posting ledger and adjusting journal entries
  • Preparing reports
  • Researching
  • Submitting accurate financial reports and other documentation
  • Working as an effective member of a team-oriented environment
  • Working with minimal supervision

The essential duties of this classification may require the ability to regularly finger talk hear see and perform repetitive motions; frequently walk; and occasionally stoop reach stand push pull lift grasp and feel. The working conditions may contain environmental terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
