Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorados natural resources including oil and gasgeothermal energy and carbon capture and storage. The ECMCs mission is to do so in a way that protects the environment public health safety and welfare.

The Environmental Work Unit (EWU) plays a crucial role in safeguarding public health safety welfare and the environment in relation to oil and gas activities in Colorado. Its primary purpose is to ensure compliance with regulations manage exploration and production (E&P) waste protect groundwater and mitigate environmental impacts.

Description of Job

This position is responsible for the management analysis and visualization of data pertaining to produced water treatment and management within oil and gas operations. A key aspect of this role involves developing and maintaining data systems and workflows to ensure data quality and generate actionable insights that support regulatory compliance environmental protection and resource reuse. This work directly contributes to the mission of the Colorado Produced Water Consortium (CPWC) in assessing opportunities for recycling and beneficial reuse of produced water within and potentially beyond Colorados oil and gas operations.
Furthermore this role provides vital analytical support to the Colorado Energy and Carbon Management Commission (ECMC) contributing to rule implementation policy and form development and communication with both internal and external stakeholders including policymakers and the public.
This role will involve coordination with the CPWC Director DNR CPWC Assistant Director ECMC Environmental Data Manager and ECMC Environmental Protection Specialists regarding data and research in support of both the CPWC and ECMC.


Specific job duties include but are not limited to:
  • Managing analyzing and visualizing data related to produced water treatment and management within oil and gas operations.
  • Supporting rapid turnaround analyses in response to emerging stakeholder or policy questions determining dataset applicability and selecting the best tools for analysis and communication.
  • Conducting literature reviews and technical research on emerging produced water treatment technologies regulatory frameworks from other jurisdictions and potential non-oilfield reuse options.
  • Ensuring data accuracy generating actionable insights and facilitating informed decision-making aligned with the CPWCs mission to understand the recycling and reuse of produced water both within and potentially outside of oil and gas operations in Colorado.
  • Reviewing laboratory analytical and water production data submitted to the CPWC/ECMC by oil and gas operators as required by ECMC rules and policies and to support CPWC decisions and recommendations to the ECMC and the legislature.
  • This position will utilize data analysis tools such as SQL and Power BI to aggregate summarize and present produced water data to internal and external stakeholders.
  • Summarizing complex data sets into concise technical reports visualizations or briefings for use by CPWC members ECMC staff and legislative or public audiences.
  • Collaborating closely with the DNR CPWC Assistant Director to support Consortium objectives and align data activities with ongoing research and policy development.
  • Providing essential background information and data reports to ECMC Regional Environmental Protection Specialists aiding their complaint response and spill/release investigations.
  • Assisting ECMC Environmental staff by consolidating water quality data enabling the ECMC staff to interpret analytical data and pinpoint the most probable cause or source of contamination during environmental investigations.

Minimum Qualifications:
Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.


Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Strong written and verbal communication skills
  • Experience leading organizations managing projects and working with stakeholders.
  • Familiarity with ECMC rules and regulations and regulatory processes.
  • Familiarity with COGIS (Colorado Oil and Gas Information System) database and COGIS tools/reports.
  • Experience writing SQL queries to extract clean and transform raw data from multiple sources including but not limited to well sensors field reports and laboratory analytical results.
  • Proficiency in SQL Power BI or other data visualization tools.
  • Bachelors degree in Geology Hydrogeology Geochemistry environmental Sciences or closely related field.
  • Experience in managing data related to oil and gas production or another similar industry.
  • Experience with oil and gas operations in Colorado.
  • Experience related to subsurface (downhold) operations such as mud logging well drilling downhole well maintenance and completion stimulation activities or wireline operations.
  • Knowledge of oil and gas well construction an production operations.
  • Proficiency with Arc GIS or similar spatial analysis tools.
  • Experience in evaluating data quality completeness and comparability across operators and facilities.
  • Customer service experience previous public service experience experience dealing with the public and experience with complaint intake/response.
  • Current or former State experience relevant to this position.
