About
Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorados natural resources including oil and gasgeothermal energy and carbon capture and storage. The ECMCs mission is to do so in a way that protects the environment public health safety and welfare.

The Engineering Unit ensures oil and gas infrastructure complies with professional engineering standards and the Energy and Carbon Management Commissions (ECMC) rules and regulations. It:

  • Reviews information and applications for approval including production and injection well applications technical well information well work plans and for requests to plug and abandon wells;
  • Monitors field operations under the Environmental Protection Agency delegated Underground Injection Control program;
  • Responds to inquiries and investigates complaints regarding oil and gas operations;
  • Reviews abandonment reports Bradenhead tests mechanical integrity tests and routine injection well pressure checks to ensure compliance with ECMCs Rules and Regulations.
  • Provides engineering advice for the U.S. Environmental Protection Agency delegated Underground Injection Control program.
  • Recommends enforcement actions and provides support for enforcement actions presented before the Commission at hearings for violations of Commission rules and provides technical expertise in other hearing matters.

This position is the agencys Staff Authority and Program Administrator for the Underground Gas Storage (UGS) program in Colorado. This position exists to develop and then ensure compliance with the Rules and Regulations and policies of the ECMC by administering monitoring enforcing and reporting on the status of the UGS Program.


Specific job duties include but are not limited to:

  • Develop and implement a regulatory program and the rules necessary to structure an underground gas storage program (UGS).
  • Research review and understand the state of the industry related to UGS across the nation.
  • Research review catalog and understand the state of regulatory programs related to UGS across the nation looking at federal state and local governments as information sources.
  • Develop a regulatory structure to administer UGS in Colorado. This will include drafting rules providing subject matter expertise throughout the rulemaking process including stakeholder negotiations developing administrative policies and procedures writing and delivering operator guidance.
  • Inform other ECMC work units of pertinent information related to UGS regulation and administration.
  • Develop and implement a regulatory program and the rules necessary to structure an underground gas storage program.
  • Coordinate with various agencies to document and inform state decisions to permit or deny proposed injection applications.
  • Liaise with the Commission Department of Natural Resources Governors Office and other federal state and local agencies on all matters related to UGS in Colorado.

Minimum Qualifications:

Experience Only:

Eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years

Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position
  • Excellent written and verbal communication skills
  • Familiarity of Colorado oil and gas rules and regulations
  • Knowledge and understanding of underground natural gas facilities
  • Knowledge of federal underground gas storage regulations
  • Familiarity with PHMSAs approach to underground gas storage facilities and associated pipelines
  • Understanding of the role underground natural gas storage plays in energy infrastructure
  • Ability to interpret policies and regulations
  • Program and/or Project Management experience
  • Experience working with or around Indian tribes
  • Experience reading writing and interpreting rules and policies
  • Experience in leading teams and change management
  • Knowledge of interstate vs. intrastate gas facilities
  • Customer service experience previous public service experience experience dealing with public experience with complaint intake/response
  • Experience establishing and maintaining relationships with stakeholders including regulatory agencies and industry representatives

  • Experience developing project plans and managing projects

The current work arrangement for this position is as follows:

  • Hybrid: This position will work in a combination of in office from a home office and working in the field after initial training period to be determined with supervisor.
