Job Description

Our client is a leader in the technology domain industry. It is seeking to employ an
experienced professional to join them as
HR & Admin Manager (Ref: KHxxx)
The successful appointee will be expected to play a pivotal role in fostering a thriving
organisational culture by managing key functions including Learning & Development
Talent Acquisition and Employee Engagement. His/Her responsibilities will include
strategizing implementing and managing various HR initiatives to attract develop and
retain top talent in line with the organisation's objectives.
The Job
A) Learning and Development
Develop and oversee the execution of L&D plan roadmap & budget ensuring
consistency with the Corporate L&D strategy.
Plan focus groups with stakeholders which will determine the focus and strategy.
Assist in Succession Planning for the company.
Design curate and implement programmes and diverse learning solutions that
drive capability building and the workforce for the future including the
effectiveness of L&D.
Perform analyses such as learning needs analysis and identify metrics / KPIs to
track programme impact learning utilisation and other talent and learning
development outcomes. ROI will be considered if necessary.
Develop methodologies and training evaluation to ensure effective learning
outcomes.
Collaborate and support internal and external stakeholders to optimise every
learning opportunity and budget to develop good programmes and initiatives.
Utilise Learning Management Systems (LMS) and various e-learning platforms.
Lead learning technological solutions and be well-versed with emerging trends
such as mobile learning digital content platforms AI-powered learning
environments learning gamification automated assessments and adaptive
learning.
Provide operational and systems optimisation support to the team.
Monitor assess and report on training expenditures as well as conducting periodic
reviews of talent and learning development policies.

B) Talent Acquisition
Create and execute the talent acquisition strategy.
Oversee and manage the end-to-end recruitment process from candidate
sourcing to offer negotiation and onboarding.

Stay updated on the latest sourcing techniques on platforms like LinkedIn
MyCareersFuture or other designated systems to enhance sourcing efforts.
Collaborate with hiring managers to understand their team dynamics and long-
term staffing needs.
Develop strong enduring relationships with assigned department heads and act as
a trusted advisor on talent acquisition strategies.
Leverage data and analytics to make informed decisions achieve & track
recruitment key performance indicators (KPIs) and continuously improve the
talent acquisition process. Develop reports and insights to identify areas for
improvement and optimise recruitment efforts.

C) Employee Engagement
Develop the purpose and objectives for the various engagement programmes and
activities and ensure they are met.
Oversee employee engagement programmes and activities such as Management
Training Townhall sessions Learning Week Recreation Club etc.

The Candidate
Bachelors degree in Human Resource is preferred
Proven experience in Human Resources management with a focus on Learning &
Development Talent Acquisition and Employee Engagement. Generalists with
stronger L&D experience are welcome to apply
Experience in project management and budgeting
Proficient in MS Office Learning Management Systems (LMS) & Talent
Management Framework.
A strategic thinker with the ability to align HR initiatives with organisational goals.
Good knowledge of overall Human Resource Management with a strong
understanding of HR best practices employment laws and regulations
Excellent analytical and internal stakeholder-management skills.
A people manager who possesses a can-do attitude with strong communication
and presentation skills
A self-starter who can work independently and collaboratively with the ability to
build interpersonal relationships at all levels of the organisation.
Solid sense of confidentiality and discretion.
