SUMMARY

The SMS Supervisor primarily performs skilled work including SMS Program administration (typically related to program promotion and safety assurance) regulatory inspections of movement and non-movement areas of the Air Operations Area (AOA) and other duties as assigned under compliance with Title 14 of the Code of Federal Regulations Part 139 (14 CFR Part 139). The SMS Supervisor is responsible for ensuring compliance with all federal state and local regulations and enforcing the rules that govern airfield safety. Must be able to communicate effectively both orally and written and assess situations quickly and objectively while determining the proper course of action within established standard operating procedures while representing CLT in a professional and positive manner. This position will oversee a team whose primary responsibilities include regular field work.

  • Assists the SMS Operations Manager with ensuring the Airports compliance with 14 CFR Part 139.
  • Work on-site 5 days per week
  • Be available to work any shift 24/7/365 adhering to a non-standard/rotating schedule
  • Leads a diverse team of Safety Management System (SMS) Operations Coordinator(s) who are responsible for carrying out the daily duties of the SMS Operations team in the field. The Supervisor will be responsible for all supervisory and performance assessment related tasks for the SMS Operations Coordinator(s).
  • Responds to potential safety hazard reports; performs inspections as necessary.
  • Utilizes advanced knowledge of 14 CFR Part 139 to make informed decisions on the correct course of action when a hazard is validated often with minimal supervision.
  • Ensures that all potential safety hazard reports are acknowledged and investigated within established timeframes. Ensures staff following up on reports are following all established standard operating procedures and processes.
  • Leads Safety Assurance efforts; Evaluates and verifies inspection mitigation and close-out records for consistency and accuracy.
  • Builds and maintains significant relationships with other Airport teams Air Carrier and tenant/stakeholder employees and federal regulators specific to the SMS.
  • Responsible for developing and providing AOA safety training to Airport staff tenant/stakeholder personnel construction contractors and other personnel relevant to CLTs SMS.
  • Frequently attends safety-related events pushes stand-downs and campaigns hosted by both Airport staff and tenant/stakeholder staff.
  • Regularly audits SMS Promotion activities including the programs effectiveness employee knowledge and implementation of physical promotional mediums.
  • Creates maintains and improves policies and procedures for the SMS team as well policies and procedures that have a general impact on the safety posture of the AOA.
  • Participates in the FOD Management Program and oversees efforts to improve and enhance the program as necessary.
  • Responds to and participates in emergency situations as needed until relieved by a higher authority.
  • Performs other duties as assigned

Required Education and Experience

  • High School diploma (or GED equivalent) and seven years of related work experience OR
  • Associates Degree and four years of related work experience OR
  • Bachelors Degree and two years or relevant work experience OR
  • Masters Degree and one year of relevant work experience
  • Any equivalent combination of training education and experience that provides the required skills knowledge and abilities.

Required Licenses or Certifications

  • Valid Drivers License (Required)
  • Non-Movement Area Driving Certification (Required to be obtained upon hire)
  • Movement Area Driving Certification (Required to be obtained within 60 days of hire)
  • AAAE ACE SMS or AAAE ACE Operations (Preferred)
  • ICSand 800 (Preferred)
  • AAAE Certified Member (Preferred)
  • Other relevant Part 139 or Safety Management System Certifications (Preferred)

WORKING CONDITIONS AND PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • This position requires the incumbent to perform work on-site in both indoor and outdoor environments. The incumbent will be required to frequently operate a motor vehicle or walk on foot to meet with stakeholders and investigate potential safety hazards. The incumbent must be able to operate a motor vehicle in all weather conditions on and off-road in both non-movement and movement areas of the Air Operations Area. This position will require some office work which will often require periods of prolonged sitting or standing at a desk indoors. During significant incidents accidents or investigations the incumbent will be required to stand for significant periods with limited opportunities to sit often outdoors year-round. Incumbent must be willing to wear all required personal protective equipment (PPE) in areas where PPE is required. Incumbent will be required to have in-person contact with internal and external stakeholders on a regular basis.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting standing climbing or walking extended periods of time
  • Light to moderate lifting and carrying; some crouching stooping squatting crawling reaching pushing and pulling when performing tasks
  • Adequate vision hearing and speech required

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual audio and other sensory modalities) for proof reading data entry tabulating data
  • Ability to operate in an environment with frequent interruptions from people and or noises which in return could result in some level of stress fatigue or strain
  • Comprehensive of written information in work related documents
  • Ability to hear understand and distinguish speech

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
