About
Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorados natural resources including oil and gasgeothermal energy and carbon capture and storage. The ECMCs mission is to do so in a way that protects the environment public health safety and welfare.

The purpose of the work unit is:
  • Managing the strategic development of ECMC including development of strategic plans projects and programs including leadership and workforce development
  • Developing and overseeing all ECMC internal and strategic communications
  • Identifying agency staffing needs
  • Identifying the need for and developing shared services such as:
    • Digital asset management
    • ECMC information system management
    • Training
    • Organizational and professional development
    • ECMC Program Coordination
    • ECMC Administrative Support
  • Personnel performance and development
  • Leading organizational change management (OCM) efforts
  • Developing leadership and organizational resilience and succession planning
  • Developing and implementing ECMC information management systems (IMS)

Description of Job

The Organizational Development Specialist position is responsible for building a culture of inclusive programs in support of ECMCs mission vision and values. This work unit supports division professional and organizational development career development internal training and associated policy recommendations for all ECMC employees. This position serves as the Organizational Development Specialist and Staff authority for all of ECMC.


Specific job duties include but are not limited to:
  • Conduct organizational assessments to identify areas where the organization could improve its performance culture or structure.
  • Utilize the ADDIE model to assess design develop implement and evaluate ECMC leadership and training programs virtually and in person to enhance management skills and knowledge.
  • Facilitate and deliver Developmental Dimensions International (DDI) training programs virtually and in person.
  • Facilitate organizational change management efforts including communications and training.
  • Collaborate with all ECMC units to ensure that the organization is aligned with its mission and goals.
  • Analyze data and create reports and presentations to identify trends and opportunities for improvement.
  • Assess the development needs of all operational business and functional units as well as evaluating and overseeing the implementation of organizational development strategies and processes.
  • Promoting a culture of continuous improvement within the organization and helping it adapt to changes in the market and industry.
  • Work with ECMC communications and strategic development units to create organizational development communications.
  • Work with the Strategic Development Manager to align organizational development goals and information on the ECMC intranet with the goal of connecting staff in meaningful ways.
  • This position builds coordinates and oversees ECMC professional development programs with the goal of facilitating ECMC staff gaining new skills through continuing education and career training after entering the workforce.
  • Manages all facets of learning and professional development which includes selecting vendors designing implementing and potentially training custom courses to fit the needs of the agency (i.e. empathy training).
  • Identifies statewide opportunities for professional development to ensure staff effectiveness and operational goal achievements
  • Serves as the point person for training requests from management or staff related to professional development.

Minimum Qualifications:
Experience Only:

Seven (7) years of relevant experience in an occupation related to the work assigned to this position.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

(Relevant experience would include professional development training management organizational development programming workforce development programming organizational change management etc.)
Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience relevant to this position
  • Excellent written and verbal communication skills
  • Experience designing developing implementing and evaluating training programs on a variety of topics.
  • Experience designing and implementing workforce development programs.
  • Experience working with diverse groups of people and adapt curriculum to meet needs of difference audiences.
  • Familiarity with Google Suite including the website.
  • Familiarity with the ADDIE model of instructional system design.
  • Experience administering a learning management system (LMS).
  • Knowledge of Colorados energy sector.
  • Customer service experience previous public service experience experience dealing with public experience with complaint intake/response

The current work arrangement for this position is as follows:

  • Hybrid: This is a hybrid position with expectations of weekly in office attendance with occasional travel to ECMC offices around the state as needed.
