Contract Type: 1 Year Fixed term contract with possibility of renewal

Location: Tokyo Japan

Salary:per annum (negotiable)

Role Purpose:

  • To support the TMG Contract Finance Manager by providing accurate consolidation review and analysis of the financial data linked with plans forecasts or performance review of the ESAT-J Project for internal reporting & for external reporting to the Tokyo Metropolitan Government.
  • The post holder will closely work with line manager to deal with the finance-related activities within the ESAT-J contract and delivered to the required standards of the financial control framework to enable successful delivery of the ESAT-J project and meet British Councils and client/audit standards requirements and any internal and external reporting needs.

Accountabilities/Responsibilities:

Reporting to Tokyo Metropolitan Government:

  • To support the line manager and business operations and other managers to gather evidence of project expenditure and to develop update and coordinate with internal and external partners towards the compilation of reports and documentation to justify British Councils expenditure to the Tokyo Metropolitan Government
  • To support the line manager and internal parties to answer ad hoc queries and respond to requests for financial information from the Tokyo Metropolitan Government support.
  • To provide enough information that enables the production of complete and business informed reports documentation and commentaries.

Planning forecasting and budgeting:

  • Support the planning process for the ESAT-J Project by making sure the tools and procedures necessary to deliver timely and accurate information are in place and automated as far as possible.
  • To support the line manager in data consolidation exercises presenting them in a user-friendly form including graphical representation of the trends and clearly documented assumptions.
  • To highlight errors or potential risk areas that require attention as part of the variance review process.

Financial analysis:

  • To create effective mechanisms that facilitate financial projections and variance analysis in an effective way.
  • To work with the line manager on the processes involved in the review and variance analysis.

Management Reporting:

  • To support the line manager to investigate any material variances as part of our month end process and ensure the adjustments required take place before hard-close.
  • To support the line manager to identify deviations and errors in our master data including proper reporting structures including Profit Centres Cost Centres WBS and GLs. To implement changes required to correct this within a month after identification/detection.
  • Assist individual managers in solving data hygiene / SAP issues.

Business Performance Management:

  • To support proper business performance review by ensuring there are minimal non-claimable expenditure incurred by the British Council that will not be compensated by the Tokyo Metropolitan Government.
  • To support the line manager to hold monthly expenditure meetings and reviews with the business operations and other ESAT-J managers to ensure that actuals follow the same assumptions than plan/forecast.

Additionally the post-holder is expected to cover other members of the team the line manager during absences and leave periods.

Role specific knowledge and experience:

Minimum / Essential Requirements

  • Minimum 1 year of experience in Operational financial management and/or management accounting.
  • Proficient in using Microsoft office software
  • Attendance in the office for a minimum 3 days per week
  • This role may require overtime during quarter-end reporting to Tokyo Metropolitan Government and extensive overtime during year-end reporting

Desirable Requirements

  • Ability to work under pressure
  • Good time management and data management
  • Ability to work in virtual teams

Education and Qualification

  • Boki 2 level Japanese Accounting qualifications at a minimum with Boki level 1 preferred
  • Bachelors degree in accounting/finance/economics viewed favourably
  • Part qualified with a recognized accounting body if preferred.

Language Requirement:

  • The British Council systems and global processes operate in English. Written and verbal proficiency in English is required.
