The Opportunity:
This is a limited duration assignment that can last up to two years but may end at any time.
The Homeless Services Department is seeking a Public Relations Coordinator to lead the communications for the Homeless Services Department. This key role is responsible for administering and directing the departments public education and media relations programs as well as our in-house communications. The ideal candidate will be a strategic thinker with a proven ability to manage high-level communication initiatives and campaigns in a complex political environment. This role requires strong leadership skills a keen understanding of media relations and the ability to collaborate effectively with internal teams and external partners.
As the Public Relations Coordinator you will:
Lead Communication Strategy: Lead and execute all strategic external and internal communications for HSD. Design and manage communication plans public education and media relations ensuring all materials are equitable and accessible. This includes producing diverse content managing crisis communications and collaborating closely with the County Communications Office.
Media Management: Act as the primary point of contact for media outlets establishing and maintaining positive relations by providing accurate and timely information. Youll also prepare talking points serve as a spokesperson when necessary and represent the Homeless Services Department on various committees and task forces.
Supervise and Manage Communications Staff: Oversee staff responsible for department communications ensuring that all activities align with our strategic plan. You will also analyze and review policies and procedures to ensure compliance and lead the evaluation of communication plans to guide future initiatives.

Minimum Qualifications/Transferable Skills:
A Bachelors Degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position OR equivalent transferable skills and experience of 7-10 years.

However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Excellent written and verbal communication skills.
Proven success in administrative tasks and organizational skills in a fast-paced environment.
Working knowledge and experience of:
Advancing racial justice understanding how systems of oppression intersect and applying an equity lens.
The needs of and barriers faced by people of color experiencing homelessness.
1-3 years of experience developing and implementing comprehensive communication strategies preferably in public and/or complex environments
Experience building and maintaining positive relationships with diverse media outlets and community organizations.
Demonstrated experience Infusing a commitment to racial equity into all communication tools and efforts.
Familiarity with and experience working within accessibility and universal design standards.
Ability to collaborate effectively with a variety of internal and external stakeholders at all levels including public officials and their staff internal staff community partners leadership and others.

Hybrid Telework: This position is designated as hybrid telework meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Serving the Public Even During Disasters
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
