Job Description

Overview

The Agency of Digital Services (ADS) is seeking a Project Manager to join ADSs Enterprise Project Management Office (EPMO) as an senior level Project Manager. Working for the State of Vermont provides benefits such as: strong health insurance a pension plan a deferred compensation plan eleven paid holidays and reimbursement for continuing education. We have a standard work schedule of Monday through Friday 7:45 am - 4:30 pm with some flexibility in these hours and the potential to telework while living within the State of Vermont.

This position is the fourth level in the ADS EPMO Project Management series which consists of five levels. Responsibilities include managing technology-focused projects. At this level project managers collaborate with IT staff subject matter experts (SMEs) and program leaders to coordinate the planning organizing controlling integrating designing implementing and enhancing of information systems and services for the State of Vermont. Work is performed under limited supervision upon the candidate demonstrating the skillset to conduct activities independently.

Project Managers at this level lead larger projects with a high-degree of independence. Typical responsibilities include:

Strategic project leadership

  • Championing the definition baselining and strategic execution of complex project work plans encompassing scope schedule and cost with a focus on maximizing organizational alignment and value delivery.
  • Analyzing business objectives and market trends to ensure project alignment with long-term strategic goals and maximize its impact on the organization.
  • Providing leadership and direction for all project phases from initiation to closure including developing and maintaining a detailed project plan schedule budget and risk register.
  • Leveraging project management methodologies (e.g. agile waterfall) and best practices to ensure successful project delivery and alignment with business objectives.

Stakeholder engagement & communication

  • Establishing maintaining and influencing project stakeholder relationships including senior management vendors and clients ensuring clear communication managing expectations and gaining necessary buy-in and support.
  • Preparing and presenting high-level project information and updates to management demonstrating project value and impact and advocating for necessary resources or approvals.
  • Representing the project internally and externally communicating effectively with diverse audiences and fostering a collaborative environment.

Risk & issue management

  • Proactively minimizing project risk through leadership in risk mitigation planning and developing comprehensive contingency strategies for potential challenges.
  • Serving as the primary escalation point for complex project issues and providing guidance and support to the project team in resolving roadblocks and navigating unexpected challenges.
  • Anticipating potential problems evaluating alternative solutions and implementing effective corrective actions to keep the project on track and within constraints.

Team leadership and development

  • Supervising and/or mentoring junior staff within the project providing guidance feedback and development recommendations to foster their growth.
  • Leading and managing multi-disciplinary professional teams fostering a collaborative and high-performing environment and assigning responsibilities effectively.
  • Coaching and developing project team members assessing their performance and identifying training needs to enhance their skills and capabilities within the project context.

Governance & continuous improvement

  • Driving project governance ensuring adherence to established project management standards processes and procedures.
  • Conducting thorough post-project evaluations and leading lessons learned initiatives to identify areas for improvement and promote best practices within the organization.
  • Maintaining thorough documentation of all project elements and processes including version control and project records for accountability and future reference.
