The Oregon Department of Corrections (ODOC) is currently recruiting for a Job Rotation opportunity as an STM Lieutenant at Eastern Oregon Correctional Institution (EOCI) in Pendleton Oregon. This position will require frequent statewide travel and is expected to last approximately 12 months. To be eligible you must be a current ODOC Lieutenant. Applicants are also required to attach written approval from their current supervisor to be considered.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS) as defined by statute.

About the Job Your Role

As the STM Lieutenant you will provide enhanced supervision and case management for Adults in Custody (AICs) who have a demonstrable history of or have been identified through scientifically researched and evidence-based tools as being prone to behaviors that threaten or attempt to threaten the safety security and orderly operations of ODOC facilities as well as the safety of staff visitors and other AICs.

You will maintain regular contact with assigned AICs to assess their willingness and ability to comply with ODOCs written and verbal rules policies and expectations. Based on departmental needs and institutional safety concerns you will issue appropriate restrictions and program modifications. Additionally you will facilitate AIC transfers within ODOC facilities and make recommendations to Special Population Management for ICOM placements as necessary.

Special Qualifications

  • You must be a current Lieutenant with the Oregon Department of Corrections and have at least six (6) months of experience in the Lieutenant role.

Requested Skills

  • Ability to gather analyze and document information related to criminal or administrative activity including conducting interviews collecting evidence evaluating records and developing investigative reports.
  • Experience identifying documenting and disseminating security threat related intelligence including monitoring mail electronic communications and movement within a correctional facility.
  • Demonstrated ability to assess risk and threat levels using evidence-based tools and make recommendations to mitigate safety and security threats.
  • Skilled in providing structured supervision and targeted case management to high-risk AICs including authoring and maintaining individualized management plans.
  • Deep understanding of ODOC operations policies and procedures related to maintaining order managing incidents and responding to disturbances.
  • Strong written and verbal communication skills including the ability to produce accurate clear and concise investigative reports and deliver briefings to leadership and multidisciplinary teams.
  • Ability to provide consultative guidance to institution leadership regarding elevated risk offenders potential facility disruptions and strategic safety planning.
  • Sound judgment in placing behavioral-based restrictions and incentives on AICs based on thorough evaluation and agency guidelines.

Preferred Skills

  • Experience collaborating with internal and external stakeholders (e.g. FUMs SIU Intel Unit Inspector General law enforcement) to manage complex cases and security threats.
  • Familiarity with evidence handling report formatting administrative review processes and coordination with law enforcement or regulatory bodies.
  • Ability to train staff in intelligence reporting processes (e.g. SSTIR) security protocols and institutional safety procedures.

  • You must be a current Lieutenant with the Oregon Department of Corrections and have at least six (6) months of experience in the Lieutenant role to be eligible to apply.

Working Conditions

This position is based at the Eastern Oregon Correctional Institution (EOCI) in Pendleton Oregon. The role requires frequent statewide travel and involves working within a secure adult correctional facility. Due to the nature of the environment the individual in this position may be exposed to verbal abuse harassment threats of violence toward themselves or their family and encounters with illegal or hazardous substances. There is also potential for physical resistance and interactions with angry hostile or abusive adults in custody which may result in personal injury hostage situations or in extreme cases death. The employee may be subject to emergency call-backs and must be available to work irregular or extended hours including travel by car or airplane both within and outside the state of Oregon as necessary.

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
