Job Description

Position Information

Under close supervision to learn and perform a wide variety of Child Welfare Services case management duties. Provide information and education parent training client record maintenance transportation visitation monitoring and assistance to foster families; report instances of noncompliance with statutes or regulations as appropriate; and perform other related duties as required.

This classification provides direct services to clients and assists the Social Workers in case management functions. Incumbents in this classification perform home visits provide outreach training to parents/foster parents in homemaking skills such as cleaning and nutritionally sound shopping. Incumbents may provide transportation to family conferencing meetings. Incumbents assist foster families coordinates services and maintains client record updates related to home visits. Positions in this class learn Child Welfare Services regulations and procedures and acquire the skills to perform a broad range of case management functions.

Examples of Duties

Duties may include but are not limited to the following:
  • Develops public information and education materials for use by clients.
  • Provides training to parents/foster parents in homemaking skills such as cleaning and nutritionally sound shopping.
  • Maintains consistent client contacts in a home setting by performing home visits.
  • Monitors family visits and provides transportation as needed for family conference meetings.
  • Provides assistance to foster parents by coordinating services and notifying them of available community resources.
  • Updates client files with progress reports and visitation narratives.
  • Attends training courses and sessions to keep apprised of new rules regulations or laws concerning client contact and services.
  • Learns procedures for preparing legal documents for court filing.
  • Assists in special projects or programs as needed.
  • Identifies problems and provides necessary reports.
  • Assists Social Worker with the less complex aspects of case management.
  • Participates in networking with social work staff responsible for case management on identified needs and/or concerns.
  • Operates personal computer/word processors and other office equipment.
  • Performs all assignments in accordance with departmental policies and regulations.
Knowledge of:
  • Government programs relating to childrens services.
  • Local community resources public relations and community outreach techniques.
  • Child Welfare Services rules and regulations.
  • Governing laws regulations and terminology.
  • Basic principles of training basic statistics.
  • Personal computer software and database applications.
  • English usage including vocabulary spelling grammar and punctuation.
  • Standardized filing processes.
Ability to:
  • Plan and conduct purposeful interviews with focus on client responsibility for accomplishing caseplan goals.
  • Write concise timely and focuses progress reports.
  • Establish effective inter-personal collaboration with the social worker responsible for casemanagement.
  • Communicate effectively both orally and in writing.
  • Establish and maintain effective working relationship with the general public and agency staff.
  • Develop and present training materials.
ESSENTIAL FUNCTIONS

  • Frequent use of depth perception peripheral vision and color perception.
  • Frequently lift carry reach push pull twist and manipulate large and small objects.
  • Occasionally kneel bend twist squat balance and crawl.
  • Frequent use of hand-eye coordination.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Normal dexterity frequent holding and grasping.
  • Sit stand or walk for long periods of time.
  • Regular attendance is an essential function.

Minimum Qualifications

Experience: Two (2) years of responsible experience in work involving public contact interviewing or counseling or closely related field.
Education: Equivalent to the completion of two (2) years of college. Additional qualifying experience may substitute for the required two (2) years of college on a year-for-year basis.
License: Possess a valid California drivers license at time of appointment and maintain.

Supplemental Information

TRAINING & EXPERIENCE EXAMINATION WEIGHTED 100%
The Training & Experience Examination is designed to elicit a range of specific information regarding each candidates knowledge skill abilities and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a order to obtain a position on the eligible list candidates must receive a minimum rating of 70% on the examination.

Examination administration and processing time is approximately two weeks after the closing date of the job bulletin.

ELIGIBLE LIST INFORMATION
A departmental open eligible list will be established for the county of Merced. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.

RETEST PERIOD
Once you have taken the examination you may not retest for SIX (6) MONTHS from the established eligibility date.

SPECIAL TESTING ARRANGEMENTS
Special testing arrangements may be made to accommodate applicants for disability military or religious reasons. If you require such arrangements please contact CalHR ator upon notification that your application has been approved. Documentation from medical military school or church officials outlining the accommodation request must be received by our office a minimum of five business days prior to a scheduled examination.

EDUCATION DOCUMENTS

If you are using education to meet the minimum qualifications you must attach your transcripts to your application. Applicants with foreign transcripts must provide a transcript evaluation that indicates the number of units to which the foreign course work is equivalent. Transcripts and evaluations may be unofficial; official transcripts may be required upon appointment. Please redact birthdates and social security numbers.

GENERAL INFORMATION

DRIVERS LICENSE REQUIREMENT
Some positions in this classification may require possession of a California drivers license. Employees who drive on County business to carry out job-related duties must possess a valid California drivers license for the class of vehicle driven and meet automobile insurability requirements of the County. Eligibility for employment for those who do not meet this requirement due to disability will be reviewed on case-by-case basis by the appointing authority.
