The Colorado Water Conservation Board (CWCB) exists to establish water policy as directed by statutes to address Colorados water issues. The CWCB is governed by a 15 member board that includes governor-appointed representatives from each of the eight major river basins the City and County of Denver and several state agencies. Since nearly all of Colorados water originates within its boundaries but is shared with other downstream states the CWCB works to protect and assure that Colorado maintains its ability to fully use its allocation of the water under various agreements and court decrees. However the development of those resources increasingly must focus on the wise use of water in recognition of future drivers like population growth that put pressure on state waters. The major units (sections) of the CWCB related to water supply planning interstate and federal water issues including water information instream flow and natural lake level protection watershed and flood protection grants and water project financing including agency budgeting/admin support. This work unit the Water Supply Planning Section interacts with all of these sections but has specific duties as follows.


This unit exists to prevent flood damages identify and designate 100-year floodplains reduce Colorados vulnerability to property damages and loss of life and create workable funding packages for Colorado flood control and drainage projects to explore and promote the use of existing and potential flood storage facilities and non-structural flood mitigation to meet multi-purpose objectives (water supply) to explore and promote opportunities to manage water supply through the water supply measurement and forecasting program; and to promote cost-effective watershed restoration projects for enhancement of the environment throughout the state.

* This is a Hybrid position - Work is primarily performed from a home office however the selected candidate will at times report to the office at 1313 Sherman Street - Denver CO for meetings trainings and projects as directed by the supervisor.


This position will be responsible for assisting current CWCB staff on tasks related to the Federal Emergency Management Agency (FEMA) Cooperating Technical Partners (CTP) Program and Risk Mapping Assessment and Planning (Risk MAP) Program the Colorado Hazard Mapping Program the FEMA Letter of Map Revision (LOMR) Review Partners (LRP) Program and other work as assigned.


Duties include support for the Cooperating Technical Partners Program Risk Mapping Assessment and Planning (Risk MAP) Program the Colorado Hazard Mapping Program the FEMA Letter of Map revision (LOMR) Review Partners (LRP) Program and other programs within the Watershed and Flood Protection Section. These duties include invoice review and processing task order review and processing program management and administrative assistance as assigned and program support and outreach.

Specific Duties Include:

Invoice Review and Processing: This position will assist current staff in processing approximately 50-70 invoices monthly depending on the month. This includes proofreading invoices for accuracy and running wage rate comparisons. This position will perform data entry of invoice information in internal databases and CORE stamp and route invoices for signatures and send out invoice discrepancy reports to contractors as necessary for revision and resubmittal. This position may also by request of management staff review invoice progress reports and communicate with contractors requesting additional supporting documentation regarding efforts completed during a billing period.

Task Order Review and Processing: This position will assist current staff inreviewing and proofreading contractor proposals for task order generation set up records in CORE and CMS assign key identification numbers to contracts and review budgets against main agreement Wage Rate Schedules for accuracy. This position will also route contracts for signature in DocuSign process approvals through the DNR Procurement Section help maintain Master Tracking Contracts database and provide reports using CORE InfoAdvantage.

Program Management and Administrative Assistance: This position will assist in general program administrative activities which may include preparation and review of grant applications creation and management of spreadsheet and databases (spatial and others) maintenance of program management tools for keeping projects metrics statuses expenses etc. on track or other management and administrative tasks as assigned.

Risk MAP Program Support and Outreach: This position will assist current staff in managing active and future projects through efforts including Mapping Information Platform (MIP) updates Coordinated Needs Management Strategy (CNMS) management preparation of quarterly grant reports and responses to congressional inquiries. This position may also assist current staff in providing regular program updates to the Section Chief and CWCB Board Members or other program support activities as assigned.

Additionally upon request this position will assist current staff in public outreach milestone meetings (preparation of materials as well as information delivery to various levels of stakeholders) and general communication/coordination efforts with stakeholders - including FEMA other federal organizations contractors community officials residents and other state organizations - of ongoing and future Risk MAP (or other program) projects.

Minimum Qualifications:


Five (5) years of professional work experience in finance accounting contracts data management and/or program management.


- OR -


A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years. Acceptable degree types include finance accounting business management or a field of study related to the work assignment.

Preferred Qualifications:

  • Current or former State experience relevant to this position
  • Intermediate computer skills with MS Office Suite and Google Office Suite.
  • Beginner skills with or willingness to learn systems applications such as CORE CMS InfoAdvantage DocuSign ESRI ArcGIS and FEMAs MIP.
  • Ability to work independently as well as within a team.
  • Possess meticulous attention to detail.
  • Possess strong written and verbal communication skills to deliver excellent customer service and support community outreach activities.
  • Valid Colorado Drivers License
  • Beginner knowledge in or willingness to learn floodplain mapping or management and the Letter of Map Revision (LOMR) Review Partner (LRP) program.

Conditions of Employment:

  • Colorado residency is required at the time of application.

  • A current & valid Drivers license is required for operating a state vehicle and occasional travel is anticipated.
