• Estimate Pay: $90000 to 95000 (negotiable)
• Type of Employment: 40 hours per week.
• Period of Performance: 30 September 2025 29 September 2026 (Option to Extend Services)

Working Hours

Work will be scheduled generally from 0730 a.m. to 1630 p.m. Monday through Friday. However there may be times when the employees must work after duty hours and/or on weekends to support specific tasks. Although the schedule may have to be flexible it will not exceed 40 hours per week. Temporary alternate work locations may be assigned.

Mandatory Qualifications

• Shall possess at a minimum an MPH MS or PhD in Epidemiology Statistics Data Science Bioinformatics or other similar degree as approved by USAFSAM/FES and strong knowledge of their field of expertise.
• Shall have a minimum of 5 years of experience with statistics in public health.
• Shall possess advanced analytical skills to include visual analytics in population health and health data surveillance.
• Shall possess the ability to design formulate conduct and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes affecting the USAF total force population.
• Shall be proficient in the following software programs: Microsoft Office SAS SAS Enterprise Guide and Adobe Acrobat.
• Shall be current in Health Information Portability and Accountability Act (HIPAA) training to be able to access and process identified medical data.
• Shall possess the capacity to learn new analytical technology tools such as Tableau Python R SAS Viya or Qualtrics.
• Shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential proprietary and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications:

• Board certification in Public Health is highly desired.
• Experience within a health analytics related field and working with USAF related data is desired.

Duties/Responsibilities:

• Shall assist in designing formulating conducting and leading data analysis of health surveillance data/health records military personnel records military operational records and other relevant military records at the individual unit and total force populations to provide human performance and operational surveillance support. The contractor employee shall use judgement and originality in developing innovative approaches to define and resolve highly complex situations.
• Shall assist in designing formulating conducting and leading data analysis of health surveillance data/health records operational records and other relevant military records at the individual unit and total force populations to provide program evaluation for a wide variety of programs related to human performance readiness operational performance administrative performance or other performance as requested.
• Shall assist in the management of the retrieval and integration of health information data personnel records deployment-related records health surveillance registries and other military-related data into useable formats for end-users.
• Shall draft reports prepare and/or present reports documents and/or presentations pertaining to the status of the research and data analysis as requested and meet FES projected suspense dates.
• Shall present results of studies or investigations through briefings technical reports and publication into scientific journals.
• Shall apply knowledge of science/technology to analyze and resolve multifaceted issues/problems with minimal guidance and collaborate with technical area stakeholders to develop strategies for effective execution within a particular technology area.
• Shall perform statistical analysis of existing data sets and creation of datasets for statistical analysis in SAS SAS Enterprise Guide.
• Shall assist in the development of credible theoretically driven statistical models exploring the relationship between variables identified in data sets and outcomes of interest to the Air Force.
• Shall perform under guidance validation and verification protocols to ensure that the products of study are performing as expected and assist in performing corrections in the event of models failing to perform to standard.
• Shall assist in the drafting of written communication for internal and external purposes.
• Shall participate as an expert in health statistics in interdisciplinary planning and analysis.
• Shall acquire data access permissions necessary to perform stated tasks.
• Shall demonstrate or acquire familiarity with Air Force medical personnel and operational records systems and standards.
• Shall demonstrate or acquire familiarity with all relevant data repositories used as part of work or which are generated in pursuit of work.
• Shall collect data from various databases pursuant to agreements with database owners.
• Shall establish the relationship of available data to existing data sets map the data between data elements and code for these specific data elements establish data storage architecture requirements and create a comprehensive data dictionary.
• Shall provide conference support assistance by active participation in professional conferences preparation of posters and presentations and publication of peer-reviewed manuscripts in order to support distribution of study products.
• Shall brief study findings at appropriate meetings or forums as determined by the Government.
• Shall interface with USAFSAM/FES leadership and staff.
• Shall document products for the actual computer code used in order for government personnel to access these files for review approval or for generating copies as required. All requirements shall be prepared in accordance with USAFSAM programming standards and standard commercial practices inclusive of any/all procedures implanted as part of this task.
• Shall assist in briefings and production of documents as appropriate to transfer knowledge of study products to customers in USAFSAM and Air Force at large.
