Description

Provide Support to Records Management Branch of SRF-JRMC Code 1130

Records and Information Management

Assist the Command Records Manager to execute command document control programs including but not limited to directives forms correspondence library and mail and records under the cognizance of the command. This includes serving as a subject matter expert on official general correspondence files assisting with analysis interpretation and assist implementation of DOD and DON records management program.

Uses a wide variety of techniques for fact-finding (e.g. workflow charting task analysis statistical analyses and systems analysis etc.) to research and develop resolutions to identified program or project concerns or problems. Conducts research Special studies process reviews (manual and electronic) and program self-assessments throughout the command. Analyzes findings and develop sound written recommendations for improvements including identifying corrective action or plan of action and milestones to complete outstanding actions. Coordinates plans carries out and completes actions to achieve recommended improvements by the Command Records Manager.

Analyzes written documents (forms directives etc.) prepared by all command departments to ensure required standardization and consolidation to effect maximum cost effectiveness. Prevents creation of or eliminates unnecessary or inefficient documents (directives publications correspondence forms etc.) by consolidating simplifying or standardizing where appropriate.

Contractor will conduct an annual review or inventory of command program documents to determine the continuing need; duplication; revision; improvement; or elimination; and reports findings to the Command Records Manager for action. Maintains and publishes an annual report of all current directives publications manuals and active forms.

Customer Service

Contractor will provide prompt professional and courteous service to customers and ensures they have timely responses to questions and access to needed reference materials. Guides personnel on availability of existing documents publications format templates design etc. and policy regarding development printing etc.

Provides guidance for developing or revising program documents and works with designated department personnel on applicable information; providing support needed to meet management objectives and higher level or command policy requirements.

Knowledge Skills and Abilities Required:

  1. Ability to establish and maintain effective relationships with coworkers supervisors representatives of other activities or commands managers and higher echelon employees to resolve routine problems and provide assistance on routine matters. Knowledge of proper handling procedures for unclassified and classified material to enable protecting storing and handling in accordance with higher level and command written directives.
  2. Knowledge in modernizing records management functions by managing the transition of command paper records to electronic records.
  3. Working with Information Technology (IT) office on electronic recordkeeping requirements records management applications as well as the technology challenges of accessing and maintaining records over time.
  4. Knowledge of the standard naval shipyard organization and command mission functions structure program goals objectives work processes procedures and administrative operations.
  5. Skill in conducting records management training to classes and groups sufficient to facilitate records and information management program administration.
  6. Knowledge and skill in using management information systems(s) office automation systems and processes computer software applications (i.e. Microsoft Windows Word Excel SharePoint Visio and Access Adobe Pro etc.) principles and techniques in support of program operations.



Requirements
  • Contractor personnel shall possess the necessary knowledge and skills necessary to carry out all assigned duties. Personnel shall have a working knowledge of the Microsoft Office Software.
  • Please note that pursuant to a government contract this position requires U.S. Citizenship status.
  • Must have a Secret Clearance at a minimum for this position.
