The Federal Reserve Bank of Cleveland is seeking an Assistant Vice President of Organizational Development. Reporting to the Chief Human Resources Officer the AVP of Organizational Development will lead the Learning Engagement and Development team and drive initiatives that support talent management change management employee and leadership development and cultural transformation.

Essential Accountabilities

  • Oversee the day-to-day administration and operation of the Learning Engagement and Development function at the Banks. Lead by setting a clear vision of functional goals inspiring team culture with high engagement and successful execution of objectives.

  • Design develop implement and manage an effective performance management system capable of driving talent throughout the organization. Ensure calibration across the entity.

  • Lead the Banks succession planning activities. Work with department leaders to develop deep talent pools and succession plans to address potential leadership vacancies or opportunities and develop our internal talent pipeline.

  • Create and implement a comprehensive multi-year strategy focused on the development needs of our talent pipeline at every career turn and throughout a long-term career inclusive of both individual contributors and people managers.

  • Create cross-functional training assignments meant to strengthen skills increase knowledge of Bank operations and develop the talent pipeline to be capable of assuming multiple leadership assignments throughout the organization.

  • Oversee the development and implementation of innovative learning and development solutions in response to identified business needs and the Banks overall strategy.

  • Consistently evaluate the effectiveness and productivity of learning programs that are offered within the Bank and from external providers ensuring balance of delivery cost-effectiveness utilization of internal talent resources and maximizing our capabilities while instituting a high bar for programs to be selected for implementation/utilization.

  • Carry out projects in relation to cultural/strategic change of direction organizational transformation or ongoing process improvements to improve the effectiveness and efficiency of the organization.

  • Create and implement change management strategies and plans that maximize employee adoption/usage and minimize resistance.

  • Oversee programs to effectively develop and coach the Banks managers.

  • Develop programs for senior leadership including ELT to ensure highly capable leadership throughout the organization.

  • Support implementation of organizations vision and strategy through change management process improvement and redesign of organizational structures.

  • Work closely with key stakeholders including HR business partners and senior leadership the management team and business units to tailor solutions to the audience and environment.

  • Active engagement in Federal Reserve System groups to both learn from other Reserve banks as well as ensure that the expertise and perspectives of Cleveland Feds district are represented.

  • Continuously measure success and enhance offerings based on analytics and insights to improve quality and increase efficiency in area of responsibility.

Education/Experience

Bachelors degree (preferably in Human Resources or associated field)

7 years of related work experience

Background/Knowledge:

  • Proven experience leading and guiding a team of individuals within the Organizational Development space and delivering on strategic imperatives.

  • Success in design development implementation management and outcome reporting for programs in both leadership and organizational effectiveness.

  • Experience working with senior leadership (ELT) and Board of Directors on executive succession and reporting.

  • Preferred experience with leading initiatives that are functionally driven as well as enterprise-level initiatives.

Skills:

  • Ability to act strategically and think critically

  • Ability to implement and execute complex programs on time and within budget

  • Ability to collaborate build relationships and influence individuals at all levels in the organization as well as external vendors and service providers

  • Strong organizational skills the ability to perform under pressure and management of multiple priorities with competing demands for resources
