WHAT WE OFFER

The County of Ventura offers an attractive compensation and benefits package that includes:

  • Educational Incentive -An educational incentive of 2.5% for completion of an associates degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduates degree.
  • Bilingual Incentive -Proficiency levels by exam are $.69 per hour (Level I) $1.00 per hour (Level II) or $1.32 per hour (Level III).
  • Annual Leave Accrual -New regular full-time employees in this classification will earn 208 hours per year increasing to 288 hours after 5 years of service.
  • Annual Leave Redemption -An employee may elect to cash in or redeem up to 100 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Deferred Compensation -Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
  • Health Plans -Full time employees are given a flexible credit allowance of up to $25558 annually to offset the purchase of medical dental and/or vision insurance for you and your dependents.
    • Employee only - $509 per biweekly pay period
    • Employee plus one dependent - $779 per biweekly pay period
    • Employee plus family - $983 per biweekly pay period
  • Flexible Spending Accounts -Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan -Both the County and employees contribute to the Countys Retirement Plan and to Social Security. If eligible reciprocity may be established with other public retirement systems such as PERS.
  • Holidays -12 paid days per year which includes a scheduled floating holiday.

POSITION
The County Clerk-Recorder & Registrar of Voters Information Systems Technology Manager is responsible for: overseeing development implementation maintenance and security of the agencys technology systems; monitoring evaluating and implementing policies and procedures related to technology systems and security including disaster recovery and business continuity plans; coordinating project plans and schedules to ensure timeliness and budgetary constraints are met; providing high-level systems analysis and technical assistance to department personnel; and directing and coordinating the activities of departmental information technology staff.

They are an exceptional communicator and relationship-builder able to translate technical concepts into clear actionable information for staff at all levels and foster collaborations across diverse teams.

Distinguishing Characteristics:
The Clerk-Recorder & Registrar of Voters Information Technology Manager reports directly to the Legal Compliance Officer and has primary responsibility for planning and administering the daily operations of the Clerk-Recorder Information Technology Division of the County Clerk and Recorders Office.

PAYROLL TITLE:Staff/Services Manager III

AGENCY/DEPARTMENT:County Clerk-Recorder & Registrar of Voters

Staff/Services Manager III is a Management classification and is not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term) Intermittent and Extra Help vacancies for this position only. There is currentlyone (1) vacancywithin County Clerk and Recorders Office.

TENTATIVE SCHEDULE

OPENING DATE: August 18 2025
CLOSING DATE: Continuous and may close at any time; therefore the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

REVIEW OF APPLICATIONS: Applications will be reviewed on a weekly basis beginning the week of September 1 2025.

Examples Of Duties

Duties may include but are not limited to the following:

  • Plans organizes coordinates and directs the design operations installation upgrades and security of the Agencys Wide Area Network and Local Area network.
  • Serves as a liaison to Information Technology Services Department (ITSD) in support of County-wide technology initiatives and standards.
  • Represents the Clerk and Recorders Office in contacts with other governmental agencies departments private organizations contractors and the public regarding IT technology and other related topics.
  • Stays current with industry trends and best practices in technology solutions making recommendations to increase efficiency and security.
  • Develops and enforces office-wide policies and procedures.
  • Confers with management on organizational personnel budget and operational issues.
  • Assists in the development of the Clerk and Recorders annual IT Strategic Plan.
  • Coordinates and utilizes the problem incident reporting vehicle within the Agency level.
  • Designs work processes and monitors performance outcomes.
  • Monitors and supervises the work of subordinates including training performance evaluation and discipline.
  • Develops and presents hands-on training to large groups.
  • Collaborates with individuals at all levels of the agency to effectively address stakeholder needs.
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING and EXPERIENCE:
Any combination of education and experience equivalent to:

  • Bachelors degree in Computer Science Information Systems or a closely related field; AND
  • Two (2) years of progressively responsible experience managing the design development implementation operation and maintenance of a large complex information systems program in a large multi-service public or private sector organization.

Additional years of experience may substitute for education on a year-for-year basis up to a maximum of four (4) years.

NECESSARY SPECIAL REQUIREMENT(S):

  • Possession of a valid California drivers license
  • At least one (1) year supervising subordinate staff.

DESIRED:

  • Masters degree of Computer Science Information Systems Cybersecurity or a related field.
  • Five (5) to seven (7) years of increasingly responsible experience in a medium to large sophisticated information system environment preferably in the public sector.
  • Project Management experience.
  • Knowledge of and experience with information technology systems technology products and networking and delivery technologies in a public service and public computing environment.
  • Experience with voting systems and electronic information management systems including Tyler Eagle Recorder and/or Eagle Clerk.
  • Knowledge of and experience with clerk-recorder and elections related applications and technologies.
  • Experience working with an integrated County Clerk-Recorder system manipulating records and database management.
  • Experience speaking publicly including delivering training programs.

KNOWLEDGE SKILLS and ABILITIES:

Considerable to thorough knowledge of:current network infrastructure architecture and server operating systems database systems data communication protocols and peripherals used in the Clerk and Recorders Office including current applications system requirements user access needs and requirements for authorization; project resource and fiscal management; principles of structured design for database development and design; software development lifecycle and principles of design application using flowchart techniques and prototype development tools; techniques for protecting systems and data security; project management techniques organization and coordination; principles of supervision and personnel management; principles and techniques of resource management budget estimation preparation and analysis fiscal management technical report writing organization and staffing; application of office automation to business processes; contract negotiation; marketing of services both internal and external to the County and public relations; state-of-the-art programming and design languages and tools and systems; modern office management principles practices operations policies and procedures; principles and techniques of effective public and media relations.

Thorough knowledge of: programming language source code for operating systems database systems web development and network peripheral maintenance; information technology systems technology products and networking and delivery technologies; principles of systems design and of current and emerging developments in applications electronic security and communications; virtual technology networking systems Microsoft Server various electronic devices and operating systems.

Working ability to: logically conceptualize and analyze department system requirements interdependent systems and technology services; evaluate user requirements; find creative application solutions that consider short and long-term departmental needs; understand highly complex and varied information-technology systems and issues and embrace public service and equity goals and strategies; test and isolate problems and develop effective solutions; utilize computer applications programs and equipment to effectively gather maintain and prepare a variety of reports and recommendations; analyze and interpret complex administrative and organizational problems and data; sequence departmental processes into incremental steps using flowcharting techniques and other modeling tools; communicate effectively and present information both orally and in writing to technical and non-technical audiences; implement procedures and plans; create and produce project and technical documentation; resolve complex technical and sensitive recordation and election issues with sound judgment and professionalism; develop and deliver training programs for staff and temporary employees tailoring content to meet the needs of diverse audiences.

Skill in:planning organizing leading coordinating training directing supervising and evaluating the work of a County Information Technology Division while ensuring alignment with departmental goals and broader county initiatives; establishing and maintaining effective working relationships across all levels of the organization including elected officials department heads and staff; collaborating with other county departments to ensure integrated and efficient service delivery; strong executive-level communication skills including the ability to engage influence and inform senior management and stakeholders through clear concise and persuasive presentations reports and briefings; providing high-quality customer service and fostering a service-oriented culture within the division; interpreting and communicating existing new and evolving laws and regulations governing the functions of the Clerk-Recorders Office to ensure full legal compliance in the IT space; identifying and implementing innovative strategies and best practices to enhance efficiency transparency and accessibility in Clerk-Recorder and Election services; engaging with the public in a courteous respectful and professional manner and representing the department with integrity and a commitment to public service excellence.

WORKING CONDITIONS:
At times may be required to work outside normal business hours and work extended hours to accomplish requirements of this position.
