NDDOT Hiring Salary: $6486 / month
This position manages multiple statewide programs in accordance with federal and state laws department policies and FHWA requirements.
Outdoor Advertising & Highway Beautification Program
Administer the outdoor advertising program under Highway Beautification regulations.
Develop policies draft legislation and oversee district operations.
Review and approve permit applications coordinate illegal sign removals and represent the department in court or administrative hearings.
Prepare reports for FHWA and provide expert testimony when required.
Junkyard Control & Acquisition Program
Manage junkyard control and acquisition in compliance with federal and state laws.
Draft legislation coordinate with districts and legal staff for removals and oversee settlements.
Real Property Management Program
Oversee leasing and disposal of rights-of-way
Prepare deeds leases and other legal documents; obtain required concurrences; and ensure proper crediting of proceeds
Negotiate property acquisitions and resolve right-of-way encroachments.
Research Studies & Valuation Support
Conduct research and property valuations prepare appraisal work and provide cost estimates.
Inspect properties research ownership and zoning write legal property descriptions and provide expert testimony.
Additional Responsibilities
Negotiate property acquisitions and resolve right-of-way encroachments.
Perform title searches and review leases easements and legal documents.
Provide technical assistance to districts develop manuals respond to public and agency inquiries and represent the division on property issues.
Minimum Qualifications
An associate degree in real estate economics finance business administration or other related field and
Three years of full-time work experience with negotiations acquisitions and valuations.
Or five years of work experience in real estate economics finance business administration or another field that provided the knowledge and skill required to perform the assigned duties.
Requires a class D drivers license for travel to meetings and project locations.
Excellent communication skills speaking and writing attention to detail and ability to multitask and prioritize workload.
Additional qualifications:
Be proficient with computer applications using Windows Microsoft Office (Word Excel Access Outlook PowerPoint).
Develop and maintain knowledge of applications for contract management records management mainframe project management and FileNet.
Requires satisfactory completion of the interview process and a verifiable record of satisfactory performance in previous employment.
