THE POSITION:Under immediate (PHSW I) or general (PHSW II) supervision the Public Health Social Worker provides comprehensive case management services for clients in the California Childrens Services (CCS) program.

THE IDEAL CANDIDATE:The ideal candidate for this position will be compassionate and empathetic when working with families from diverse cultural and socioeconomic backgrounds. They can easily establish rapport with people to build trusting relationships with clients. They will also be familiar with local resources to support issues such as housing food insecurity transportation and other complex social factors. Additionally they will possess excellent organization and time management skills.

DISTINGUISHING CHARACTERISTICS:Public Health Social Worker I($25.89 - $38.08 hourly):is the trainee level classification where emphasis is on learning casework methods procedures policies and carrying a caseload under close supervision. Incumbents in this classification are expected to progress toward competency as a Public Health Social Worker II upon successful completion of a six-month training program.

Public Health Social Worker II($28.02 - $41.23 hourly):is the journey level classification providing standard services under general supervision.


AGENCY/DEPARTMENT:Health Care Agency - Public Health

Public Health Social Worker I & II are represented by the Service Employee International Union (SEIU) and are eligible for overtime compensation.

The eligible list established from this recruitment will be used to fill current and future Regular Temporary Fixed-term Intermittent and Extra-help vacancies. There is currently one (1) Regular vacancy.


NOTE: If appointed at the lower level incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

  • Evaluates social physical and general mental functioning of clients through interviews home & clinic visits record reviews or consultation with applicable agencies and individuals;
  • Determines extent of clients needs authorizes specific tangible health services available develops care plans and follows through with case management of services which are appropriate to the situation;
  • Screens applicants and refers those with complex social factors to other programs or agencies while addressing issues of access or other barriers;
  • Interprets departmental policies rules and regulations for service applicants clients other agencies and the public;
  • Prepares and maintains case reports records and answers correspondence;
  • Represents CCS in interagency & community events to inform stakeholders of our program services.
  • Works effectively within a multi-disciplinary team of professionals to coordinate care.
  • Conducts group presentations and workshops as required; and
  • Performs other assigned duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING and EXPERIENCE:
Any combination of education and experience which has led to the acquisition of the required knowledge and abilities.

The required knowledge and abilities also can be obtained by:

  • Public Health Social Worker I:
    1. Bachelors degree with 30 semester (45 quarter) units in social work counseling psychology or a closely related field OR
    2. Four (4) years of experience equivalent to that of an Eligibility Interviewer or a Community Worker.
  • Public Health Social Worker II:
    • Bachelors degree with 30 semester (45 quarter) units in social work counseling psychology or a closely related field PLUS
    • One (1) year of experience as a social worker; OR
    • One (1) year of experience as a Social Worker I in County Service.

NOTE: Verification of the college-level coursework is required

The supplemental questionnaire may be used throughout the examination process to assist in determining each applicants qualifications and acceptability for the position. TRAINING & EXPERIENCE EVALUATION - 100%:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE:The selection process will likely consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. For this reason it is recommended that your application materials clearly show your relevant background and specialized knowledge skills and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

ORAL EXAM:A job-related oral exam will be conducted to evaluate and compare participating applicants knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants an oral exam will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
