The Victim and Restitution Specialist is dedicated to standing alongside victims and witnesses during one of the most challenging times in their lives. Guided by the principles of the Colorado Victims Rights Act this role blends compassion with action offering clear explanations of the criminal justice process ensuring rights are upheld and providing steady support from first contact to case resolution. Working closely with prosecutors law enforcement and community partners you will coordinate logistics like court schedules and travel help gather documentation for restitution and maintain open trustworthy communication with those you serve. WHAT YOU WILL DO
This work unit exists to conduct criminal investigations and prosecute diverse criminal offenses such as auto theft drug-related crimes and narcotics trafficking election crimes environmental crimes homicides human trafficking identity theft organized retail crime public corruption related offenses and state tax fraud as well as violations of the Colorado Organized Crime Control Act (COCCA). This unit also works with federal and international authorities to investigate violent crimes and apprehended fugitives detainees and victims/witnesses needed for trial. This unit receives multiple referrals and evaluates them to determine if they warrant further investigation and criminal prosecution in state court. Often the unit acts as the lead investigative agency gathering information from partnering law enforcement and regulatory agencies not limited to numerous local state and federal agencies within the State of Colorado. This unit also receives completed or ongoing investigations from other law enforcement agencies for subsequent prosecution. This unit provides training and technical assistance to law enforcement agencies within the State of Colorado and as requested the Special Prosecutions staff will provide advanced training at a national level on certain topics.

This position will work to support victims and witnesses through the criminal justice process. It will primarily assist the Criminal Justice Section Special Prosecutions Unit in working with crime victims and witnesses. If the Special Prosecutions workload permits this position may also support other units within the Criminal Justice Section. This position will interact with crime victims and witnesses by explaining and clarifying the criminal justice system and proceedings as well as explaining court procedures and protocols; providing support prior to testimony; escorting victims and witnesses to court for trials or oral arguments; scheduling witnesses to testify and contacting them when scheduling changes occur; making travel arrangements for victims and witnesses and being available during court proceedings such as hearings and trials; initiating correspondence answering inquiries referring victims to additional services; engaging in supportive interaction with victims and witnesses; collaborating with service providers throughout the state; serving as an expert resource on victim issues and the Colorado Victim Rights Act (VRA). This position will also act as a restitution specialist assisting in administering coordinating and processing court-ordered restitution in criminal cases. Working closely with victims attorneys law enforcement and court staff this role ensures timely accurate preparation and support related to restitution matters. This position may be required to assist with special projects assigned by this positions direct supervisor.

Six (6) years of professional experience in at least one of the following areas:

Providing victim or witness advocacy or support
Administering restitution-related programs or services.

OR

A combination equal to six (6) years of related education and/or professional experience in at least one of the following areas:
Providing victim or witness advocacy or support
Administering restitution-related programs or services.

If qualifying with Education you will be required to provide a copy of your transcripts.

Note: Candidates possessing a foreign degree must submit a translation (evaluation) of their degree from an accredited institution such as The National Association of Credential Evaluations Services in order to be given credit for the degree.

Required Competencies:The following knowledge skills and abilities are required for this position and will be considered during the selection process including examination and/ or interview:

Preferred Qualifications:In addition to the minimum qualifications if you possess any of the following specifically include the details on your application as this information will be used to assess your qualifications and may be used to determine a top group of applicants.
  • Working knowledge of the Colorado Victims Rights Act and victim rights compliance requirements.
  • Victim advocacy experience (experience may include working within a District Attorneys office nonprofit organization or volunteer victim services program.)
  • Knowledge of restitution processes including collection documentation and analysis.
  • Experience with court and criminal procedures witness coordination and case scheduling.
  • Intermediate or advanced proficiency with Microsoft Excel and other office software for data management and reporting.
  • Experience serving as a liaison between victims/witnesses and legal teams.
  • Strong verbal and written communication skills with the ability to explain legal processes clearly to victims and witnesses.
  • Active listening skills and experience building rapport and trust with victims.
  • Organizational skills to manage schedules coordinate witness travel and ensure timely court appearances.
  • Analytical ability to interpret restitution data and identify discrepancies.
  • Professional resilience to manage emotionally charged or stressful situations while maintaining empathy and compassion.
  • Experience working in a setting that required the ability to adapt quickly.
  • Experience working with multidisciplinary teams.

Conditions of Employment:
  • Applicants must pass a thorough background investigation prior to appointment.
  • This position may offer flexible work arrangements working both remotely and in office. This position will initially be required to work in office a minimum of three days per week but additional flexibility may be offered following the completion of a successful training period.
  • Position may be required to work outside of regular business hours including possible early mornings evenings weekend and overnight assignments. Position must have a valid CO drivers license.
