Job Description

What makes you great for this role
You are an agile leader who can administer MPACs corporate assessment appeals system with external agencies appellants and tax agents to facilitate the scheduling of appeals on a provincial basis.

You have:

  • Completion of post-secondary education in legal studies or a related field
  • At least three years of experience in property assessment litigation and or related field
  • Paralegal License maintaining a membership in good standing issued by the Law Society of Ontario
  • Advanced knowledge of the following: Province of Ontario Property Appeal Process; Assessment Review Board Rules of Practice and Procedure; The Assessment Act and the Municipal Act; Appraisal techniques and theory on the three approaches to value
  • Exceptional research analytical and problem solving skills
  • Excellent communication (both written and verbal) negotiation and interpersonal skills
  • Proficiency in MS Office suite of applications such as Word Excel and PowerPoint
  • Good organization skills with the ability to work under pressure and meet tight timelines ensuring quality and accuracy
  • Ability to travel extensively


Nice to have:

  • Advanced knowledge of the application of property valuation tools including cost manuals multiple regression analysis etc.


What you will do:

  • Advocate on behalf of MPAC and assist Valuation / Other departments on litigation strategy appeal preparation and presentation before the Assessment Review Board (ARB)
  • Act as quasi counsel to assist MPAC staff in preparing for pre-hearings mediations and full hearings/trials (such as attend hearing events advocate and negotiate with other parties)
  • Participate in the research development and implementation of policies and procedures for the court/tribunal process including all phases of litigation
  • Participate in the operation and coordination of MPACs corporate appeal Work Management System
  • Deliver training programs for valuation staff regarding new/amended techniques for the administration of appeals and process flow
  • Triage issues of appeal raised by tax payers municipal representatives and/or tax agents within the statement of issue phase of litigation
