The Bureau of Environmental Sciences and Engineering (ESE) is a team of over 100 professionals committed to reducing environmental and engineered hazards in NYC. We oversee water systems in both natural and built environments as well as radiological materials and equipment. The Office of Public Health Engineering (PHE) promotes water safety and prevention of waterborne diseases by monitoring NYC drinking water supply treatment and distribution recreational water facilities (beaches pools and spas) non potable water reuse and stormwater and sanitary sewage discharges.
DUTIES INCLUDE BUT NOT LIMITED TO:
-Assist with tasks and projects related to engineering permits and water quality in building plumbing systems including lead and disinfection/corrosion control.
-Conduct scientific research on industry standards and best practices to support water treatment and safety in building water systems municipal drinking water supplies recreational water and other projects aimed at preventing waterborne illnesses.
-Perform regulatory water quality surveillance of New York Citys drinking water supply and recreational water programs including the collection of water samples operational data analysis and compliance review.
-Provide technical assistance and customer service to permit applicants and regulated entities including research literature reviews and policy analysis as needed.
-Contribute to the development and implementation of internal policies and training materials to support enforcement of PHEs permit requirements and procedures.
-Support emergency response efforts related to waterborne disease investigations by preparing executive summaries for Agency leadership and coordinating with other Bureaus to implement emergency response protocols.
-Assist in researching and reviewing current and proposed Federal State and Local regulations to ensure Bureau policies procedures and protocols remain in compliance and alignment.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
