About Us:
The Ohio Emergency Management Agency is a division of the Ohio Department of Public Safety and is the states central point of coordination for response to and recovery from disasters. When not in a response or recovery mode our focus is to ensure that Ohio and its citizens are prepared to respond to an emergency or disaster and to lead mitigation efforts against the effects of future disasters.
We interface with local state and federal agencies to bring resources of recovery and support to Ohioans impacted by disaster. Our activities also include education training planning and preparedness- strengthening Ohios first responder capabilities and improving communication across the state.
What Youll Do:

Work Hours: 8:00AM to 5:00PM
Under general direction from the Administrative Officer 3 directs statewide program of disaster services & emergency management & supervises disaster services consultants &/or planning supervisors & in their assistance to local governments:
- Supervises staff in preparation & maintenance of a comprehensive & detailed state program in preparation for & assistance following emergencies & disasters;
- Directs the States federal & state funded recovery programs (e. g. Public Assistance State Individual Assistance Individuals & Households Program/Other Needs Assistance State Disaster Relief Program etc.);
- Supervises & provides technical assistance to grants administrator & disaster services consultants in delivery of operational guidance & assistance to county emergency management directors & other relevant jurisdictions;
- Provides guidance to senior leadership on recovery programs;
- Coordinates with & provides status updates/reports to the Federal Emergency Management Agency;
- Develops & implements procedures to increase capabilities of state & local disaster services organizations on areas of administration planning response & recovery;
- Manages the development exercise & maintenance of state recovery plans & strategies to include coordination with all relevant partners;
- Reviews state & federal law relative to disaster assistance & response/recovery programs & disaster services & provides updates/impacts to staff & senior leadership;
- Develops & maintains appropriate level of internal controls over grants processes & monitoring of sub-recipients;
- Represents the Emergency Management Agency (EMA) in meetings legislative hearings (e.g. controlling board) conferences seminars with public officials & private sector organizations regarding federal & state disaster recovery programs;
- Coordinates information for external parties (e.g. Auditor of State Federal Auditors FEMA Region V etc.);
- Completes projects at the request of senior leadership;
- Develops & delivers professional training for local state & nongovernmental organizations related personnel statewide;
- Develops state goals & objectives for the logistics & its associated programs;
- Develops new partnerships & enhances existing relationships with other state & federal agencies & nongovernmental organizations;
- Coordinates federal state & local damage assessments following disasters;
- Monitors approved federal & state recovery programs;
- Assists in preparation of budgets federal reimbursement claims & fiscal contract proposals;
- Maintains detailed records for federal & state audits;
- Travels to disaster sites;
- Works with the Federal Emergency Management Agency
(FEMA) & state Public Affairs to coordinate awareness campaigns public information & education materials related to Disaster Recovery Programs; - Assists with other emergency duties at the Emergency Operation Center (EOC) as required during disaster response;
- Performs other duties as assigned.
UNUSUAL WORKING CONDITIONS
Exposed to disaster sites; requires travel.
This position is essential meaning the duties this job performs are critical to the continued operations of the Ohio Department of Public Safety during a public safety emergency (OAC 123:& DAS Directive HR-D-11). This position will be required to report for duty during any public safety emergency.
