- Drafting/Developing the Communication and Visibility plan of the Programme according to the latest version of EU Communication and Visibility guidelines.
- Implementing and updating the Communication and Visibility Plan in coordination with AICS Cairo and relevant stakeholders;
- Overseeing the Management the programme s digital presence including content creation and regular updates for the website and social media platforms;
- Drafting press releases news articles and communication materials to ensure visibility of programme milestones and events;
- Coordinating the design production and dissemination of printed and digital materials (e.g. brochures newsletters posters infographics);
- Supporting the organization and promotion of events workshops and focus group discussions ensuring media coverage and documentation;
- Monitoring the visibility obligations procurement contractors ensuring compliance with EU and AICS branding requirements;
- Managing contracts with external communication agencies and service providers including performance and financial monitoring;
- Participating in procurement procedures related to communication activities including drafting technical documentation and serving on evaluation committees;
- Maintaining a comprehensive archive of communication outputs media coverage and event documentation for reporting and audit purposes;
- Contributing to project progress reports with summaries of communication activities and visibility achievements.
- Supporting internal communication within the PMU and with implementing partners to ensure consistent messaging and coordination;
- Assisting in the preparation and delivery of visibility-related training or guidance to beneficiaries and stakeholders;
- Performing other relevant duties as required to support the effective implementation and promotion of the programme.
Requirements
1. Age not exceeding (at the time of signing the contract) that required for retirement by
local regulations (60 years)
2. Medically fit for employment;
3. Bachelor level university degree in communication journalism fine arts marketing media or related fields (level 6 European Qualification Framework EQF). Other degrees of the same level may be taken into consideration if accompanied by highly qualified professional sector- specific experience;
4. At least 4 years of post-graduate working experience in media relations communication and visibility activities;
5. At least 5 years of post-graduate working experience with intergovernmental organization international organizations and/or governmental aid agencies in communication and visibility related matters;
6. At least 2 years of proven implementation experiences in the EU Communications and Visibility guidelines;
7. Minimum 1 year of experience in implementing Communication and Visibility activities in the framework of Technical and Vocational Education and Training (TVET) initiatives;
8. Proficient English user (C2 Level - Common European Framework of Reference);
9. Proficient in written and spoken Arabic (C2 Level - Common European Framework of Reference);
10. Proficiency in the use of Microsoft Office applications;
11. Proficiency in the use of editing and designing programmes such as Adobe photoshop Adobe illustrator Canva or any other programmes;
12. Proficiency in the use of tools to manage newsletters such as Mailchimp or any other online tools;
13. Proficiency in the use and management of the different social media platforms such as Facebook X Instagram LinkedIn for development programmes /projects.
Preferential requirements:
The following will constitute the preferential requirements for the position:
1. Previous working experience at the Directorate General for Development Cooperation and / or the Italian Agency for Development Cooperation;
2. Similar professional experience carried out in the country indicated in this vacancy notice;
3. Previous experience in contract management (procurement/grant) in relation to the implementation of the communication and visibility component.
Essential requirements 3.1 Education background Bachelor's University degree in Accounting, Finance, Business Administration, Procurement or similar field of studies. Other degrees will be considered when matched with highly qualified professional experience in the sector of intervention. 3.2 Language skills Arabic native speaker. English both written and spoken (C1 European level). 3.3 Experiences and competences - Minimum 10 years of relevant professional experience (post-graduation) in the field of administrative/financial/procurement sectors in the framework of development programmes. - Experience in procurement, budgeting, planning and reporting on international funded projects of at least 5 years. - Experience in the Italian and/or European procurement procedures of at least 3 years. - Professional skills and experience in the support for procurement and recruitment procedures. - Proficient in using computers including Microsoft programs, spreadsheet, Email (outlook). 3.4 Preferred requirements - Atleast level B1 of the Italian language. - Relevant professional experience with Italian and international organisations (UN, EU). - Teamwork and effective communicational skills.
