QUALIFICATIONS
The knowledge skills and abilities for this position are typically acquired through a combination of education and experience equivalent to:
Bachelors degree in public administration criminal justice business education or a related field (Masters preferred).
At least 7 years of progressively responsible leadership experience in corrections public administration or a related field.
Demonstrated experience managing complex programs multidisciplinary teams and large budgets.
Alternate combinations of education and experience may be considered.
Preferred Qualifications:
Experience in correctional education health care administration or enterprise operations.
Familiarity with Montana state government systems and SITSD processes.
Strong communication strategic planning and stakeholder engagement skills.
Alternative combinations of education and experience will be considered on a case-by-case basis.

The Rehabilitative and Enterprise Division Chief provides strategic leadership and operational oversight for a broad portfolio of offender-focused services and institutional support functions within the Montana Department of Corrections (MDOC). This role is responsible for advancing the Departments rehabilitative mission by overseeing offender education vocational training health care victim services facility operations and enterprise programs. The Division Chief also serves as the primary liaison to the State Information Technology Services Division (SITSD) to ensure effective IT support across correctional programs and facilities.
Leadership & Strategy
Provide vision direction and executive oversight for the divisions bureaus and programs.
Align rehabilitative and enterprise initiatives with MDOCs strategic goals and public safety mission.
Foster a culture of accountability innovation and continuous improvement.
Program Oversight
Oversee offender education and programming ensuring access to evidence-based rehabilitative services.
Direct the operations ofMontana Correctional Enterprises (MCE) promoting vocational training and sustainable business practices.
Supervise theHealth Services Bureau ensuring delivery of constitutionally adequate medical dental and mental health care.
Guide theVictim Services Bureauin providing trauma-informed support and advocacy for victims of crime.
Manage theFacilities Bureau ensuring safe secure and well-maintained correctional environments.
Lead theCommunity Corrections Facilities and Programs Bureau supporting institutional coordination and program delivery.
Technology
Serve as the divisions liaison toSITSD advocating for IT solutions that enhance operational efficiency and service delivery.
Support the integration of technology in education health care and enterprise operations.
Collaboration & Representation
Collaborate with internal and external stakeholders including state agencies community partners and legislative bodies.
Represent the division in executive leadership meetings legislative sessions and public forums.
Fiscal & Administrative Management
Oversee division budgets contracts and resource allocation.
Ensure compliance with state and federal regulations departmental policies and accreditation standards.
The Rehabilitative and Enterprise Division Chief reports to the deputy director.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

Experience with budget management and resource allocation;
Knowledge and experience in public administration public relations government organization lobbying state budgeting and legislative processes;
