Job Description

DEPARTMENT OVERVIEW:

The BPS Department of Early Childhood (DEC) oversees over 800 classrooms in K0 through grade 2. It has received national recognition for its K1 program and its in-house research-driven K1 through 2nd-grade curriculum coaching and professional development (PD) support. DEC leverages families and educators across Boston to expand programming year-long via Summer Early Focus and Countdown to Kindergarten.

Additionally the DEC is the lead education agency for Boston Pre-K and partners with Community-Based Organizations (CBOs) Family child care (FCCs) and Independent Schools across the City. Approximately 1500 children are served annually in these settings. Boston Pre-K aims to ensure that every four-year-old in Boston has access to high-quality inclusive and culturally responsive early learning experiences under the joint oversight of the Mayors Office and BPSs Department of Early Childhood.

POSITION OVERVIEW:

The Boston Pre-K Project Manager (Boston PreK PM) will play a key role in managing Boston Pre-K systems serving as the primary point of contact. They will oversee the implementation of Boston Pre-K including provider budgets invoice tracking and customer relations systems. The Boston PreK PM will coordinate with Boston Public Schools and Boston PreK providers to provide centralized support that improves program quality across settings.

The Boston Pre-K Project Manager (Boston PreK PM) position is located in the Department of Early Childhood Boston Public Schools and reports to the Executive Director of the Department of Early Childhood.

RESPONSIBILITIES:

  • Work closely with Boston Pre-K providers and the Operations team to support 60 providers and partners.
  • Develop the annual Boston Pre-K budget as part of the larger Department of Early Childhood budget. Including budget planning with the Boston Pre-K admin and the management of the Equity Fund.
  • Data Analysis and Cost Modeling. Including collaboration with third-party entities to refine the Boston PreK cost model and funding formula as necessary.
  • Lead contract processing with the BPS Business Office to manage contracts for partners and vendors collecting all needed paperwork and ensuring timely execution of contracts.
  • Develop and manage the programs annual budgets and budget amendments.
  • Complete seat awards and amendments updating provider contract awards for up to including budget amendment
  • Manage the invoice trackers and process invoices.
  • Project manage grants related to quality improvement sustainability and compliance. Including implementation to ensure all team members are working to fulfill grant requirements.
  • Update and revise fiscal policies in the implementation guide; provide orientation job description and SOW template for new provider fiscal managers.
  • Provide technical support on efficient and effective implementation of assigned projects as per work plans budgets timeline and contractual obligations.

Work closely with Boston Pre-K providers and the Quality and Compliance team to support 60 providers and partners.

  • Align the budget with programming initiatives that drive quality in the classrooms.
  • Create and maintain the database for the before after and summer landscape.
  • Quality assurance and resource management across various settings including the development and utilization of needs assessments and quality alignment tools.
  • Create and maintain an electronic resource library within the community to connect programming to policies across the entire public education system.
  • Collaborate with coaches mentors and contracted partners to achieve licensing and accreditation and meet additional quality indicators.
  • Develop and implement ongoing systems to:
    • Assess the needs of each education setting
    • Integrate goals into annual planning
    • Track progress and provide specific resources

Work across the department to:

  • Evaluate data to identify trends and inform the direction of support and report to the invested parties
  • Identify a customer relations system
  • Streamline the work of multiple team members departments and community partners to ensure consistency in communications and operations.
  • Implement communication strategies with all invested parties
  • Assist in other tasks relating to quality enhancement as needed
  • Work directly with local and state agencies including Mayors Office of Early Childhood (OEC) Boston Public Schools (BPS) the Department of Elementary and Secondary Education (DESE) the Department of Early Education and Care (DEEC) and the National Association for the Education of Young Children (NAEYC) and National Association for Family Child Care (NAFCC) to meet reporting requirements.
  • Other duties as assigned and/or required by the Executive Director of Early Childhood and/or Boston Pre-K

QUALIFICATIONS - REQUIRED:

  • Bachelors Degree in a related field and 2-3 years of experience in project management finance or nonprofit management
  • Five years or more of related experience including:
    • Two years of experience managing large projects
    • Two years of experience in early childhood administration
    • Two years of experience working with families administrators teachers and other staff and members of the community.
    • One year of budget management
  • Three years or more related experience educational administration or early childhood education
  • Demonstrated familiarity with early childhood education and knowledge of preschool and kindergarten accreditation and standards
  • Mastery of Microsoft Office Suite; Word Excel PowerPoint
  • Experience researching CRM platforms coordinating demos and supporting system setup post-vendor selection.
  • Ability to be flexible and take an optimistic attitude to new challenges a good sense of humor and a can-do approach.
  • Highly collaborative team player who will bring the maturity initiative creativity energy discipline and commitment needed to support
  • Detailed-oriented effective organizational skills and the ability to coordinate multiple projects simultaneously
  • Ability to work effectively and efficiently individually and in a team-oriented fast-paced environment both within the department and across departments

QUALIFICATIONS - PREFERRED:

  • Masters Degree in NonProfit Management Social Work Business Administration or Education
  • 5 years of experience managing high-stakes projects
