Recruitment Number 25-161TOPublic Information Program Specialist SR-24D ($6043 per month) to SR-24G ($6797 per month)* Honolulu Oahu.
*Starting salary may be at a rate between the minimum and maximum salary range listed above based on the selectees qualifications.
This position is responsible for the development and dissemination of informational and promotional content about the Hawaii State Judiciary. This includes writing editing and designing materials (e.g. reports flyers videos) managing website and intranet updates maintaining social media presence responding to public inquiries supporting internal communications and planning public outreach initiatives and special events. The position also assists in public relations policy guidance and prepares reports for internal and external use and acts as a media liaison in the absence of the Communications Director responding to media inquiries drafting press releases monitoring media coverage and maintaining relationships with news agencies and public information officers.
Education: Graduation with a bachelors degree from an accredited college or university or excess work experience of the types and quality described below or any other progressively responsible administrative professional technical or other analytical work experience which provided knowledges skills and abilities comparable to those acquired in four (4) years of successful study at an accredited university or college may be substituted for education on a year-for-year basis. The educational training must demonstrate a high degree of English language skills.
General Experience: Two (2) years of progressively responsible experience in public information or a related field. The experience must demonstrate the ability to organize plan and conduct programs to disseminate information to the public including evaluating the style manner of presentation and effect of materials presented in terms of public information value; the ability to act as a spokesperson for a company an organization or a segment of an organization; and the ability to perform on-camera interviews and/or conduct press conferences. The experience may have been gained in any of the media.
Specialized Experience: One (1) year experience requiring a pro-active approach to the development of programs designed to create and enhance organizational and corporate images. This experience must have included planning developing and conducting public relations activities designed to create and maintain a favorable public image for the employer or client; keeping the public informed of the employers programs accomplishments or points of view; arranging for and conducting public contact programs designed to meet the employers objectives utilizing knowledge of changing attitudes and opinions of clients employees or other interest groups. This experience may have been gained as an account manager in a public relations firm or in any other environment which required of the applicant an affirmative and pro-active approach to the molding and enhancement of public images.
Non-Qualifying Experience:
1. Writing and editing experience is not qualifying if the experience has not also involved the determination of the appropriate information media to be used in order to reach a specific audience with the information so as to make the most effective use of a specific medium for information purposes. Examples of non-qualifying experience are writing and editing administrative manuals and instructions; or newspaper experience as a rewrite person space contributor or reporter that has involved neither the writing of interpretive stories nor the news coverage of related stories and subjects; and/or
2. Public relations and press agent experience which has been concerned with publicizing individuals or products without relating the publicity to public information objectives.
Substitutions Allowed:
1. Successful completion of the military Public Information Officer training with courses in Journalism Photojournalism Public Affairs Broadcasting and related courses may be substituted for six (6) months of the required general experience.
2. Masters degree from an accredited university with a major directly related to public information occupation and/or public relations; e.g. English creative writing journalism communications psychology sociology etc. may be substituted for one (1) year of the required general experience.
