Top Secret/SCI Clearance Required
ACES is seeking a Planning Programming Budget and Execution (PPBE) Analyst to assist the DoD CIO. Onsite Work requires ACTIVE TS/SCI CLEARANCE on 5 Year Contract in the Pentagon Arlington VA. This position requires deep understanding of the PPBE process exceptional communication and writing skills and the ability to operate in a fast-paced dynamic environment. The ideal candidate will be able to translate complex technical and budgetary data into clear actionable language for senior leaders while supporting multiple lines of effort across the DoD CIOs portfolio. QUALIFICATIONS
- Clearance: Active TS/SCI
- Education/Experience: Masters degree in field related to tasking and 12 years of relevant experience or bachelors degree in field related to tasking with 14 Years of Relevant experience
- Technical: Strong knowledge of DoD budgetary principles and their operational impacts. Familiarity with DoD and MILDEP Program Objective Memorandum (POM) and Budget Estimate Submission (BES) processes. Experience with budget databases such as DoD Resources DoD Resource Data Warehouse (DRDW) SNAP-IT DITIP and PRCP. Demonstrated ability to research draft and edit DoD appropriations and budget documents. Experience planning and programming RDT&E Procurement and O&M funding at the OSD level.
- Soft Skills: Self-starter who proactively identifies needs and adds value without being prompted. Exceptional attention to detail and follow-up skills. Ability to adapt quickly to shifting priorities and emerging requirements.

RESPONSIBILITIES
- Analyze financial data related to operations performance opportunities and investments.
- Review and assess Service and Agency POM and BES submissions for alignment with DoD CIO strategies.
- Consolidate complex program descriptions technical data and strategies into plain accessible language suitable for senior (including 3-star) leadership.
- Draft edit and coordinate programming guidance policy language and budget certification documentation.
- Prepare materials for and support governance forums and Action Officer (AO) meetings including scheduling invites managing Read-Ahead (RAH) content and producing high-quality printed materials.
- Collaborate with Service and Agency officials to collect and validate budget data on specific program elements.
- Support DoD communications and IT policy initiatives using knowledge of JCIDS the Defense Acquisition System (DAS) PPBE and other formal decision processes.
- Provide meeting writing and briefing support including rewriting technical input from subject matter experts into concise policy-level language..
CORE LINES OF EFFORT (LOEs)
- Draft / Coordinate / Publish Annual Programming Guidance Translate strategic priorities into clear actionable guidance for Service and Agency budget planning.
- Certify the Budget Support review validation and certification of IT budgets to ensure compliance with statutory and policy requirements.
- Issue Papers and Program Budget Reviews (PBRs) Support the development and coordination of Issue Nominations Issue Papers and PBR materials for senior decision forums.
