WHY JOIN WFP

The Emergency Preparedness & Response Unit which is responsible for the projects implementation seeks a Data Analyst / VAM Officer - Urban (CST-I) to define the Regional Urban Preparedness Projects standards products and services by providing core data collection management analysis use and measurement functions. The Data Analyst will provide programmatic support by facilitating the linkage between evidence and decision-making and by promoting the cross-functional works between EPR VAM CBT and IT Units. The position is located within the Regional Bureau of WFP based in Johannesburg. The incumbent will work under the general supervision of the EPR Head and the direct supervision of the Regional Urban Preparedness Coordinator responsible for the whole urban workstream within the RB. The tasks providing analytical support to the VAM team detailed below and comprising twenty five percent of the overall workload will be under the direct supervision of the Regional VAM Officer including deliverables under the Regional Targeting Officer.

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Co-designing testing and contributing to the adoption of methodologies and survey tools for urban vulnerability assessment.
2. Supporting primary data collection exercises for testing of urban vulnerability indicators including data analysis and results dissemination through related workshops and trainings.
3. Design of training modules and CCS monitoring tools for urban vulnerability assessment and targeting.
4. Finalizing national urban targeting scorecards including through consultation and validation by COs and government.
5. Co-Designing Drone Survey Vulnerability Indicators Frameworks (e.g. exposure sensitivity and adaptation)
6. Supporting COs in the application of the Government Digital Engagement Evaluation Form and scoping the actual national needs for an urban population database as well as liaising with RB and HQ colleagues in the data collection tools design and testing use of geo-spatial information and targeting criteria for prioritization.
7. Co-designing with COs the urban MEB and Transfer Value calculation methodology including consultation with NCWGs.
8. Co-designing with COs RB and HQ of tools and methodologies for market risk modelling to covariate shocks with a focus on slow-onset (e.g. El Nino).
9. Design of training modules and tools to provide technical assistance to additional countries on multidimensional vulnerability assessment (Regional Pillar 4)
10. Preparing necessary documentation and organizing SSTC sessions on urban vulnerability(Regional Pillar 4)
11. Preparing necessary documentation and contributing to organizing sessions on urban vulnerability and targeting within regional and international platforms
12. Supporting COs and NVACs in participating to presentations within the RVAA meetings

13. Supporting Country Offices and Regional Team with PPTs concept notes and any other technical publication material for advocacy and dissemination purposes.
14. Providing direct support to the Regional Coordinator in elaborating visuals brochures briefs to disseminate findings on urban vulnerability and targeting.
15. Contributing to the definition of vulnerability-based targeting criteria resource availability and transfer values for the activation of the Crisis Modifier if needed.

Survey Tools for urban VA (1 per country).
Briefs and reports on VA data collection process and Analysis results.
Training materials and modules for Governments and partners to build capacity on Urban VA.
Training materials for scaling up methodology to additional Member States (e.g. including tools from Phase I).
CCS Qualitative Monitoring Tools and Report on Data Collection Results including linkages to Log-Frame Indicators for CCS;
Indicators Framework for Urban VA through UAV.
Reports on targeting consultation process.
Final Targeting Scorecards and reports on targeting consultation process.
Regional Guidance on Urban Targeting.
Reports on Vulnerability and Targeting sessions within National Biannual Ad-Hoc Consultation Workshops
Crisis Modifier Deployment Report including data on targeted population if needed
PPTs Concept notes TORs and any other technical material for regional engagements
ECHO Single form Interim and Final Reports
