Job Description

Job Duties

This position will support the Deputy Superintendent overseeing the Division of Student Outcomes and School Quality which is under the Academics & Innovation branch.

This work will be done in collaboration with other offices in the agency local school divisions stakeholders and other Virginia agency partners. The position workflow will include the compilation of educational and student pathways and outcomes the ongoing evaluation of data understanding the trajectory of learning within these postsecondary programs and other strategic initiatives as directed and awareness of state and federal laws and resources to support these efforts.

Specifics include:

  • Ensure Agency-wide Strategic Project Execution Aligned to Student Outcomes: Support the Deputy Superintendent in overseeing the projects key initiatives and priorities for the offices in this Division including directing and monitoring agency resources and data to maximize efficiency and effectiveness. All priority projects and initiatives are delivered on time on budget and aligned with state initiatives for excellence and defined student performance goals.

  • Assessment Systems: Support the management of the Office of Student Performance and Metrics which includes state-mandated assessment programs item and test development and test administration procedures and requirements for the Standards of Learning assessment programs and the through-year growth assessments in reading and mathematics alternate assessment programs for students with disabilities the English language proficiency assessment for English Learners and the National Assessment of Educational Progress. Support and guide the analysis of assessment data clearly communicate findings to a variety of stakeholders and apply assessment outcomes to help school divisions strengthen instructional practices and improve school performance. Support the staff in modernizing the office to better support the field with best practices and exemplars of high-quality local administered assessments and to be solutions-oriented on assessment opportunities for schools or school divisions leveraging a Seat Time Flex Notice and designing competency-based assessments. Stay apprised of national exemplars in partnership with the Office of Innovation for competency-based dashboards and personalized learning assessments as well as AI use for test scoring to better support and assist the field.

  • Accountability Systems: Support the Departments work in transforming Virginias state and federal accountability systems to include implementation and maintenance of Virginias Consolidated State Plan with any amendments flexibility waivers and addendums. This system also includes identifying schools by performance category and federal designation. Support the management of the Office of School Performance on the implementation and support needed for the School Performance and Support Framework. With the Deputy Superintendent identify ways to provide more flexibility to the field braiding federal funding streams and identify efficiencies within the ESEA plan.

  • Best Practices and Excellence: Support the analysis and identification of best practices in various areas of instruction school operations and management to showcase and replicate internally and with the field across the Commonwealth. Provide thought partnership and support to the Office of Excellence and Best Practices and elevate their efforts to bring innovation and effective practice to the field; and ensure two way communication to and from the Office of Excellence and Best Practices including feedback from the field other offices and units sounding board opportunities with critical stakeholders and to make the field aware of new resources as they are available.

  • Budget: Support the allocation and management of federal and state funds for disbursement monitoring and evaluation for effectiveness. Monitor contracts grants and initiatives to ensure performance effectiveness strategic alignment compliance measurable outcomes and a strong return on investment. Lead by example for strategic collaboration on budget initiatives across teaching and learning initiatives. Clear and concise communication between vendors and VDOE.

  • Inter-agency Collaboration: Lead integrated project planning and coordination across multiple offices within the Division under the leadership of the Deputy Superintendent. Promote and model coordination across offices to avoid silos and increase strategic alignment (e.g. aligning assessment data with improvement planning). Work collaboratively with offices in the Division as well as other Divisions such as the Office of Student and School Improvement Office of Innovation Office of Finance & Budget in aligning the funding opportunities reports and results from student performance to maintain initiatives that work for students and to better align resources and support based on data and identified areas of addition this role works in connection with the Department of Research and Technology and Offices of Data Standards and Governance in developing internal and external reports.

  • Policy and Communication: Collaborate with offices in the agency and intra agency to implement policy initiatives and develop strategic communication including reports and presentations for the department Board of Education and General Assembly. Represent the Deputy in key internal and external meetings and decision-making bodies as needed. Keep the Deputy informed of conversations and issues within and external to the agency. Draft policy memos implementation updates and performance insight reports grounded in clear metrics and aligned with agency values.

  • Implementation: Track milestones deliverables and implementation fidelity for agency priorities (e.g. school performance and support frameworks assessment redesign turnaround support etc.). Troubleshoot and resolve implementation barriers in real time. Support the development of resources strategic communication and provide technical assistance to internal and external customers in the implementation of these systems. Ensure agency resources (human financial and programmatic) are allocated effectively and transparently to maximize student impact. Provide strategic guidance to office leaders on prioritizing high-impact work within resource constraints.

Minimum Qualifications

  • Graduation from an accredited college or an equivalent combination of education and experience.
  • Considerable knowledge of program and contract management including budget development and management;
  • Extensive knowledge and experience in leading the administration of educational programs with a focus on accountability systems and large-scale assessment programs that align to support continuous improvement;
  • Knowledge of Virginias School Performance and Support Framework;
  • Demonstrated ability to interpret and apply federal and state policy;
  • Ability to interpret and apply education policy and funding mechanisms;
  • Demonstrated ability to identify data sources and associated calculations to measure performance on accountability indicators for reporting and identifying best practices;
  • Skills in data collection analysis and program evaluation to support monitoring continuous improvement accountability and policy development;
  • Working knowledge of local state and national evidence-based practices policies programs and trends to transform and accelerate access;
  • Proficiency in developing and implementing data-informed and customized technical assistance and professional development for division and school leadership;
  • Demonstrated ability to lead diverse teams and skill in developing and sustaining collaborative relationships with colleagues school divisions schools and other key education stakeholders;
  • Experience managing cross-functional team and coordinating multi-agency or multi-sector efforts;
  • Ability for visionary and strategic thinking novel solutions;
  • Possess excellent interpersonal and communication skills both oral and written with the ability to foster positive working and collaborative relationships and align goals across sectors;
  • Possess strong time management skills with the ability to manage multiple tasks simultaneously and meet tight deadlines;
  • Proven ability to manage multiple projects simultaneously set timelines track progress coordinate cross-functional teams and deliver results within scope and budget;
  • Demonstrated excellence in communicating orally and in writing including developing and delivering formal presentations; and
  • Strong computer skills including Microsoft Office Word PowerPoint Excel and Access.

Additional Considerations

  • Considerable work experience in one or more of the following fields:

    • Assessment
    • Accountability
    • Data Research and Reporting
    • Program and grant management within education or nonprofit sectors
    • Experience in budget allocation leadership management and evaluation of staff.
    • Advanced degree (Masters or Doctorate) in Education or a related field preferred.
    • Administrative experience related to state and/or federal accountability is preferred.
