Job Description

The Emergency Services Program Coordinator III will assist with the administration of the ARCHES Projects Emergency Services Program an initiative which provides street outreach and sheltering opportunities for the areas homeless population during extreme weather events or during humanitarian crises. The person in this position will be responsible for facilitating shelter operations scheduling and training volunteers inventory tracking and data collection through HMIS and occasionally assist with homeless street outreach.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skill and/or ability required.

EDUCATION and/or EXPERIENCE

  • High School Diploma or GED plus 2-5 years of experience in a social services related field and/or working with a vulnerable population. Experience in a leadership role required. Equivalent combination of education and experience may be accepted.
  • Experience working with individuals experiencing homelessness preferred.
  • Applicants with current or pending residency in Salem/Keizer preferred.

CERTIFICATES LICENSES REGISTRATION

  • Approved Drive Status is required for this position including a valid drivers license auto insurance vehicle for use on the job or access to agency vehicle and a satisfactory drive record for the previous five years.
  • Ability to obtain a Food Handlers Card and CPR/First Aide Certification within 30 days of hire.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • This position is subject to MWVCAAs COVID-19 Vaccination Policy.

KNOWLEDGE SKILLS & ABILITIES

  • Possesses intermediate to advanced computer skills. Proficient in Microsoft Word Excel and Outlook database software online tools and video conferencing platforms.
  • Ability to effectively communicate both orally and in written form.
  • Demonstrates tact diplomacy and empathy when communicating formally and informally with clients staff and program partners.
  • Bilingual English/Spanish capabilities are preferred. To qualify as bilingual staff must possess demonstrated abilities to speak read and write fluently in English and Spanish and pass a bilingual proficiencies test. *Bilingual pay differential available upon successful completion of bilingual assessment.

ESSENTIAL DUTIES and RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Assists with facilitating sheltering services in response to climate and humanitarian events including but not limited to: freezing temperatures heat waves air pollution and public health emergencies.
  • Facilitates nightly activations of center locations during determined season(s).
  • Communicates with network volunteers regarding activations shift sign-ups policy updates and participant feedback. Trains staff and volunteers on program procedures and policy.
  • Fills in activation shifts (primarily overnight) when staffing or volunteer levels are low or in the event additional support is needed for operations.
  • Performs data collection data quality and data clean-up in the Homeless Management Information System (HMIS).
  • Performs regular inventory on supplies and providing inventory information to Program Manager.
  • Provides support to staff & volunteers during heightened client interactions aimed towards conflict resolution.
  • Serves as a key stakeholder in the planning preparation response and recovery of climate environmental and humanitarian crises.
  • Promotes a safe and healing environment for individuals that are victims of extreme
  • Employs de-escalation techniques and makes quick decisions in response to guest or client incidents.
  • Establishes and maintains an active working relationship with: community partners faith based organizations city officials program stakeholders law enforcement and community members.
  • Coordinates a donations campaign to support emergency services and basic needs services to expand service opportunities.
  • Occasionally assists homeless street outreach teams ensuring the provision of basic needs supplies and transportation to areas shelters.
  • Fully complies with all federal state grant program and funding requirements setting high standards for data quality and performance. Complies with Quarterly and Annual Reports.

Directly supervises approximately 5 to 10 employees. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include training employees; planning assigning and directing work.

  • Specific vision abilities are required of this position. Frequently required to hear and speak.

  • Regularly lift and/or move 10-20 pounds and occasionally lift and/or move up to 50

  • Manual dexterity for handling personal items food clothing sacks carts and use of computers and written in-take processing.

  • Requires multi-tasking including the ability to collaborate with staff volunteers and guests.

  • Requires ability to stay calm and alert during the shift.

  • Walking and/or hiking (mobility required in wooded areas) long distances multiple times a week into camps.

  • Required to frequently reach and regularly required to climb or balance; occasionally required to stand; mobility/walk; stoop kneel and crouch.

  • Ability to exercise judgement and quick decision-making skills in response to guest or client incidents.

  • Occasional driving in all weather conditions.

WORK ENVIRONMENT

  • This position requires on-site work and is not eligible for remote work.
  • Occasional urgent situations requiring law enforcement involvement and/or paramedic professionals.

  • Close quarters often with a client population experiencing homelessness substance use disorders and/or severe and persistent mental illness and/or unpredictable behavior.
  • Ability to accommodate schedule changes with little or no notice to include working nights weekends and holidays. May be directed to work mandatory overtime in the event of climate and humanitarian crises.
  • Occasional exposure to bodily fluids and malodorous air.
  • Indoor work environment with frequent interruptions and demands. Occasional outdoor work with exposure to weather conditions.
  • Ability to accommodate schedule changes with little or no notice to include working both nights and weekends. May be directed to work mandatory overtime in the event of climate and humanitarian crises.
