Job Description

What Youll Do:

  • Supervises Grant Services Unit (GSU) staff in the Office ofFinancial Affairs (OFA) manages and coordinates external audit program work of GSU.
  • Develops and implements procedures and standards for GSU.
  • Monitors completion of subrecipient desk reviews on-site monitoring visits and Single Audit A-133 report reviews by the external auditor positions to ensure compliance with deadlines.
  • Conducts final review of all audit reports and work papers memos proposed exceptions A-133 checklists.
  • Answers questions related to complex programmatic issues of cost auditing and interpretation of applicable federal and state regulations and fiscal requirements.
  • Develops and distributes documents to ODH staff and subrecipients regarding recent changes to federal requirement.
  • Assists with updating the ODH Grants Administrative Policy and Procedures Manual (OGAPP) based on changes to federal and state requirements.
  • Develops and coordinates audit activities and investigations from other state and federal agencies (e.g. Auditor of State Office of Inspector General Ohio Internal Auditor Department of Health and Human Services HHS Centers for Disease Control and Prevention CDC).
  • Cites deficiencies in compliance with regulations makes recommendations to achieve compliance.
  • Approves corrective action plan and responses submitted by auditees.
  • Verifies work of compliance staff performing evaluations of ODH programs (e.g. Bureau of Health Preparedness and Women Infants and Children) and audits received from subrecipients receiving grants/contracts.
  • Directs assigned staff (e.g. monitors and assigns work interviews selects and trains new employees reviews requests for use of benefits in accordance with established policiesconducts employee performance evaluations at designated time frames conducts staffmeetings recommends corrective and/or disciplinary action as appropriate).
  • Serves as program liaison communicates with other governmental agencies (e.g. state and federal auditors) that have oversight or interaction with the ODH.
  • Tracks and monitors issues raised by subrecipients regarding the ODH deliverable model.
  • Provides training technical assistance and appropriate communication of policy to internal staff and external partners.
  • Analyzes fiscal data to determine trends levels of risk and ODHfiscal spending.
  • Attends subgrant Combined Application Review meetings to discuss potential compliance issues.
  • Represents GSU Chief and ODH in meetings with federal state and/or outside stakeholders.
  • Handles sensitive issues (e.g. fraud internal/external investigations and discrepancies in reported information).
  • Maintains fiscal accountability and compliance with federal regulations.

Position Qualifications:

54 mos. exp. or 54 mos. trg. financial administration.

-Or

Completion of undergraduate core program in public or business administration accounting finance or related fieldAND 30 mos. exp. or 30 mos. financial administration.

-Or

Completion of graduate core program in public or business administration accounting finance or related field AND 18 mos. exp. or 18 mos. financial administration.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

ALL ANSWERS TO THE SUPPLEMENTAL QUESTIONS MUST BE SUPPORTED BY THE WORK EXPERIENCE/EDUCATION PROVIDED ON YOUR CIVIL SERVICE APPLICATION.
Unless required by legislation the selected candidate will begin at Pay Grade 14 Step 1 of the Exempt Pay Range Schedule ($39.22 per hour) with an opportunity for pay increase after six months ($41.46) of satisfactory performance and then a yearly raise thereafter.
