Job Summary:
A senior leadership opportunity has arisen for a highly skilled Head of Property Strategy to shape and deliver long-term strategic objectives across a complex corporate property portfolio.
Reporting to the Director of Property & Estates the post holder will be responsible for the development implementation and monitoring of property strategies including the corporate landlord model to maximise estate value and service delivery.
This role also oversees the council-wide Corporate Health and Safety function. It combines strategic oversight financial accountability and operational leadership playing a key role in delivering high-performing customer-focused property services that support wider organisational transformation and public service reform.
Key Duties/Accountabilities (Sample):
Lead and deliver the organisation s Property Strategy and Corporate Landlord Model
Manage statutory compliance across the property portfolio including building safety
Provide strategic leadership across property functions including a corporate health and safety service
Oversee a revenue budget of 2.5m and lead on service-related forecasting planning and financial control
Champion asset optimisation and value-for-money outcomes supporting property disposals and acquisitions
Build and maintain strong internal and external stakeholder relationships to support cross-sector collaboration
Ensure a high-performing and motivated team through effective leadership planning and resource management
Create and lead robust business cases for investment regeneration or service improvement projects
Direct the integration of digital tools and systems to improve estate monitoring and management
Develop and implement risk management and quality assurance frameworks across property functions
Take financial and operational decisions with meaningful impact including authority to authorise expenditure up to 50k
Deliver workforce training safety audits and compliance programmes in line with health and safety legislation
Ensure all activity complies with internal governance frameworks policies and relevant legislation
Skills/Experience:
Extensive experience in estates strategy operational property management and statutory compliance
Experience of leading large-scale property programmes including disposals and asset optimisation
Proven leadership in implementing a Corporate Landlord model and driving strategic change
Significant experience managing public or large organisational budgets and identifying income opportunities
Strong knowledge of statutory obligations related to property and estates
Demonstrated experience in performance management and leading high-performing teams
Excellent communication skills with ability to convey complex property and compliance matters to a range of audiences
Ability to build effective working relationships across departments and with external partners
Skilled in business case development financial planning and contract management
Sound commercial acumen negotiation and stakeholder engagement skills
Commitment to innovation sustainability and continuous improvement

Degree-level qualification (or equivalent experience) in Property Estates Management Land Economics or related discipline.
Full professional membership of a recognised body (e.g. RICS).
