TheHutchinson Institute for CancerOutcomes Research (HICOR)is a multi-disciplinary research institute whose mission is to reduce the human and economic burden of cancer. HICOR faculty conduct research in comparative effectivenesscost-effectiveness quality of care health care delivery health outcomes and health policy with an eyetoward supporting public and private decision making to maximize health value under resource constraints.

HICOR is looking for a self-directed analytical and mission-drivenProgram Managerto operate and expand theFred Hutch/University of Washington (UW) Medicine Population Health Colorectal Cancer (CRC) Screening Program. Led byDr. Rachel Issaka the CRC Screening Program aims to reduce colorectal cancer-related mortality and eliminate disparities in outcomes among racial/ethnic and low-income populations across UW Medicine and throughout Washington State through early detection.

Under general supervision the Program Manager works independently to lead the day-to-day operations of the CRC Screening Program with a focus on scaling and sustaining efforts across UW Medicine and partnering with clinical sites statewide. The Program Manager requires a high degree of initiative and systems-level thinking to implement and expand CRC screening activities including mailed FIT outreach in diverse healthcare settings. The Program Manager oversees operations financial management and performance evaluation while building and maintaining strong stakeholder relationships.

In collaboration with the Principal Investigator the Program Manager also contributes to long-term strategic planning helping to set priorities and develop sustainable models for program growth. This role demands strong project management analytical and communication skills along with the ability to think creatively and adaptively. The Program Manager may also contribute to research efforts including study design and dissemination of program findings to advance evidence-based improvements in CRC outcomes.

Responsibilities

Program Operations & Implementation

  • Lead coordinate and oversee all aspects of program activities including implementation growth and integration at UW Medicine and other community clinical partner sites.
  • Monitor program resources such as space equipment and personnel ensuring that current needs are met and future needs are anticipated.
  • Develop and implement program administrative policies and procedures that ensure consistency efficiency and scalability across clinical sites.
  • Ensure program compliance with all applicable regulatory requirements including IRB grant contract and institutional policies across partner organizations.
  • Perform other responsibilities as required.

Strategic Planning & Leadership

  • In collaboration with the Principal Investigator(s) set and periodically reassess program goals for both internal and external partnerships and sustainability.
  • Play a key role in strategic planning to identify priorities and develop sustainable growth models.
  • Maintain regular communication with Principal Investigator(s) to ensure strategic alignment and operational accountability across all program domains.

Stakeholder Engagement & Partnerships

  • Serve as the primary liaison to internal and external stakeholders including medical directors primary care providers clinic administrators and health system leaders to advocate for the programs goals and secure buy-in.
  • Foster and strengthen clinic and health system partnerships to support implementation and expansion.
  • Partner with clinical and administrative leaders to develop and refine site-specific protocols for CRC screening workflows.

Data Evaluation & Reporting

  • Lead the preparation and delivery of performance and impact reports for institutional leadership funders and clinical partners at local and state levels.
  • Monitor and evaluate program outcomes and ensure alignment with goals and quality assurance standards.

Financial Management

  • Develop and monitor program budgets ensuring appropriate allocation of funds across studies or projects in alignment with grant/contract requirements.

Research & Dissemination

  • Contribute to and/or lead data analysis dissemination activities and manuscript development based on program findings and impact.
  • Work with the research team to develop appropriate interventions for disparities or barriers to CRC screening.

Qualifications

MINIMUM QUALIFICATIONS:

  • Requires BA/BS
  • Minimum of 8 years related program management experience.
  • Experience with grants and contracts and strong budgetary and supervisory skills.
  • Strong verbal and written communication skills.
  • Demonstrated ability to manage complex activities in a research setting.

PREFERRED QUALIFICATIONS:

  • Masters degree in in Public Health Health Administration Public Policy or a related field (MPH MHA MPA MS etc.)
  • Demonstrated experience coordinating or implementing health programs in clinical or community settings
  • Advanced skills in Microsoft Excel (pivot tables charts formulas) or similar data tracking tools and comfortable with data visualization tools or statistical software (e.g. REDCap Stata R Tableau Power BI).
  • Experience preparing reports presentations and/or grant materials
  • Prior experience with colorectal cancer screening cancer prevention or chronic disease management programs
  • Familiarity with clinical workflows and/or navigating partnerships between healthcare systems and community health centers
  • Experience managing statewide or multi-site program expansions
  • Knowledge of IRB processes regulatory compliance and working with grant- or contract-funded initiatives
  • Experience working with electronic health records (EHRs) or population health platforms
  • Track record of contributing to academic publications abstracts or policy briefs
  • Familiarity with implementation science or quality improvement methodologies
  • Bilingual in Spanish Chinese Amharic or other common languages in Seattle WA

The annual base salary range for this position is from $93164 to $139713 and pay offered will be based on experience and qualifications.
