ACCOUNTABILITY STATEMENT:The Policy Governance Manager is responsible for leading the development and oversight of a cohesive policy framework that ensures organizational compliance regulatory alignment and operational efficiency. This role serves as the central authority in creating effective internal policies that support agency-wide standards.
MAJOR DUTIES/ RESPONSIBILITIES:- Lead the development standardization and implementation of internal policies and compliance documents to ensure consistency and alignment with agency-wide standards across departments.
- Provide expert guidance and collaborate with departments to ensure policies align with ONTCs strategic goals legal obligations and regulatory requirements.
- Engage departments to assess policy and compliance needs gather relevant information and determine the appropriate instrument (e.g. policy SOP).
- Act as the central authority for policy governance advising stakeholders on policy-related matters.
- In collaboration with departments draft update and manage internal policies and compliance instruments.
- Identify gaps in monitoring processes and support policy owners in developing or enhancing controls.
- Liaise with legal counsel to assess policy-related risks ensure compliance obligations are met and incorporate policy requirements into vendor contracts.
- Lead compliance assessments to evaluate adherence by internal stakeholders and third-party vendors.
- Research industry best practices and legislative changes to inform continuous policy improvement.
- Advise executive leadership on policy matters and recommend strategic improvements.
- Maintain clear communication with stakeholders with policy stakeholders by preparing and distributing timely policy updates and related materials
- Maintain a centralized accessible repository of current policy documents.
- Establish and manage a policy review schedule and conduct regular assessments to ensure policies remain current effective and compliant.
- Design and standardize internal forms to align with associated policies ensuring consistency and ease of use.
REQUIREMENTS:- University degree in Public Administration Public Policy Law or a related field.
- Juris Doctor (JD) or Bachelor of Laws (LLB) is a definite asset.
- Minimum of 5 years of progressive experience in policy development implementation and regulatory compliance preferably in the public sector and a unionized environment.
- At least 5 years of demonstrated leadership experience including allocating resources and delivering complex policy initiatives.
- Proven track record applying policy frameworks overseeing operational processes and implementing risk mitigation strategies.
- Strong experience in change management and stakeholder engagement with a deep understanding of how policy decisions impact enterprise risk.
- Skilled in interpreting legislation and regulatory requirements and translating them into clear actionable policies.
- Solid understanding of public sector policy processes and governance structures.
- Strong analytical and critical thinking skills with the ability to assess complex issues and develop practical solutions.
- Excellent communication skills with the ability to clearly convey complex information in both written and verbal formats.
- Background in transportation or other highly regulated sectors is considered an asset.
- Proficient in using policy or document management systems and Microsoft Office Suite.
