Duties and Responsibilities

*Denotes Essential Functions

  • *Serves as the Universitys director of fiscal systems with a broad range of responsibilities and commensurate authority to plan budget define design develop test implement and support the Universitys system wide financial information system and sub-systems.
  • *Directsthe Universitys fiscal systemsexercisingexpertise as the subject matter expert in managing the system-wide financial information system (Kuali Financial System) and its subsystems. The positionimpactsthe daily operations and management of all 10 campusesensuringfinancial integrity and compliance across the University of Hawaii system.
  • *Reviews documents designs analyzes develops and implementsthe system and its subsystems. Thisinvolves definingrequirements system design functional and technical specifications and overall project management.
  • *Managesreleases bug fixes updates and year-end coordination for the Kuali Financial Systemensuringcontinuous development implementation and enhancement. Thisrequires coordinatingwith Kuali Financials to evaluate the impact to the University on the updates as well asmonitoringreleases and updates for testing and communication to users.
  • Providescomprehensive project management for financial system initiativesincluding developingmethodologyanalyzingalternativesplanningworkensuringquality assurance data security backup and recovery andreportingstatus.
  • *Plans and implementsinformation and communication strategies and technologies for financial information systemsensuringconsistency with other system-wide administrative systems andimprovingefficiencies for the Financial Management Office.
  • *Coordinateswith ITS-Management Information Enterprise Systems (MIES) and System Services toidentify and resolveproduction problems whilekeeping abreastof new information technologies impacting financial systems.
  • Ensuresthat fiscal processes procedures and system controlsadhereto federal and state laws University policies generally accepted accounting principles and internal controls.
  • Develops updates and issuesUH Administrative Procedures related to system-wide financial system policies and procedures.
  • Advises and consultswith University executives administrators and staff toidentifyinformation requirements system capabilities and service needs.
  • Convenesconstituent groups toimplementprocess improvements thatenhanceproductivity and efficiency within the financial information systems.
  • Advises negotiates executes and monitorscontracts and agreements for resources required to complete projects.
  • Plans coordinates and controlsfinancial accounting and fiscal reporting activities for the University of Hawaii systemincluding advisingon fiscal year-end activities.
  • *Leads directs manages and supervisesa diverse teamresponsible for supportingthe Universitys system-wide financial information system and its complex interrelated subsystems.
  • *Organizes and managesstaff resources tomeetthe requirements of strategic initiativesdevelopsgoals and objectives action plans andmaintainscurrent applications.
  • Leads and developssubordinates toattaintheir optimal professional growth potential.
  • Oversees staff to monitor and update the FMO website with content provided by FMO Directors.

Minimum Qualifications
  1. Possession of a baccalaureate degree in Management Information Systems (MIS) Computer Science Accounting Management or related field and 8 years of progressively responsible professional experience with responsibilities for business accounting system or management system analysis and development design application programming testing installation maintenance and documentation of such systems and the related subsystems and/or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts principles and methodologies in the area of pertinent information technology principles concepts and issues in financial management or accounting systems and related subsystems including unconventional theories and new developments to issues and problems and generation and development of new hypotheses and theories.
  3. Comprehensive knowledge and understanding of a wide range of principles theories federal and state laws and systems associated with accounting and management.
  4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and innovative approaches.
  5. Demonstrated written and verbal competence in presenting ideas concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer apply word processing software.
  8. For supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
  9. Knowledge of accounting principles financial reporting and analysis.
  10. Ability to work outside normal scheduled work hours including day night weekends.
  11. Knowledge and history of working on complex system implementations.
  12. Ability to understand and communicate with technical knowledge and vocabulary with IT.

Desirable Qualifications
  1. Supervisory experience in an institution of higher education preferably with a multi-campus environment and public university system.
  2. Thorough knowledge of major administrative function such as but not limited to fiscal accounting budget treasury payroll procurement accounts payable in a multi-campus higher education environment.
  3. Thorough knowledge of financial reporting systems and data warehousing.
