The Ohio Department of Higher Education is a Cabinet-Level agency for the Governor of the State of Ohio that oversees higher education for the state. The agencys main responsibilities include authorizing and approving new degree programs managing state-funded financial aid programs and developing and advocating policies to maximize higher educations contributions to the state and its citizens.
About Capital Planning & Development
Capital Planning & Development assists state-supported institutions of higher education by coordinating releases of state appropriations for facility improvements with the state Controlling Board. Capital Planning also provides the following support:
- Advocates monitors and evaluates budget policies and makes assessments of state need regarding higher education capital funding.
- Reviews and assesses funding requests to renovate construct or acquire new capital facilites and necessary equipment used in the conduct of general education research and technological development.
- Communicates capital planning and budget guidelines.
- Administers various budget appropriations.
- Initiates requests to the state Controlling Board on behalf of the Ohio Department of Higher Education.
MINIMUM QUALIFICATIONS:

- Masters degree in finance capital planning construction or related field.
- Capital planning experience at an institution of higher education.
- Knowledge of the Higher Education Information system or similar state data systems.
- Knowledge and experience in state policy.
- Knowledge of and experience in state government purchasing rules regulations and procedures.

Director Capital Planning and Development -Administrative Staff and unclassified pursuant to 124.11 (A) (30) and 3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education. Reports to the Vice Chancellor of Finance.
- Supervises institutional and agency capital efforts including the capital planning team.
- Coordinates the development of the biennial capital budget recommendations for ODHE and public institutions of higher education.
- Leads the process for collecting and reviewing six-year capital plans and other capital planning exercises for ODHE and public institutions of higher education.
- Oversees the review and approval process for capital-related Controlling Board requests on behalf of ODHE.
- Serves as a higher education liaison to OBM LSC and the House and Senate Controlling Board members and staff.
- Oversees the review and approval process for Joint Use Agreement (JUA) and Action Fund requests which includes making improvements to tools that track such requests.
- Provides technical assistance and training to institutions of higher education regarding their Controlling Board JUA and Action Fund requests as well as other Ohio Facilities Construction Commission (OFCC) rules and construction questions (i.e. bidding rules considerations on which construction process to use etc.).
- Oversees development and updating of training tools and materials that would be available on ODHEs website to assist institutions.
- Oversees the Strategic Square Footage Reduction program (i.e. lead on developing rules establishing criteria application reviews and awards etc.).
- Collaborates with higher education financial oversight analyst regarding savings and efficiencies that might be achieved through capital planning and a space analyses of institutions in fiscal distress.
- Provides input and assists with fee pledge requests from institutions.
- Coordinates and assists with policy development for capital planning and construction.
- Reviews and provides feedback on proposed capital legislation that impacts ODHE and public institutions of higher education.
- Reviews and analyze data submitted by higher ed institutions to ensure accuracy and provides input on the development of metrics for a dashboard.
- Leads development of ODHEs capital strategic plan and keeps it updated as needed.
- Communicates allowable capital expenditure guidelines and Ohio Revised Code limitations to agency stakeholders.
- Oversees the teams processes for reviewing vendor information and threshold amounts; monitoring institutions to ensure they have demonstrated evidence of continuous insurance on property; processing of capital requisitions and vouchers authorized for payment; and customer support processes.
- Represents ODHE with OFCC on issues updating rules and ensuring compliance with all regulations.
- Develops and manages programs to support implementation of campus energy efficiency projects.
- Represents and presents at meetings with state agencies colleges and universities and other stakeholders on matters related to capital planning and construction.
- Assists in completion of surveys related to Ohios capital funds.
- Supports and potentially leads the Ohio Higher Education Facility Commission on behalf of ODHE.
Other Duties:
- Acts on behalf of the Vice Chancellor Finance and Data Management when necessary.
- Represents the agency at external meetings when necessary.
- Completes performance evaluations reviews leave requests and works with Human Resources on sensitive and confidential matters including professional development training and discipline of assigned staff.
- Performs other duties as assigned.
