THE RECRUITMENT RANGE FOR THIS POSITION IS LIMITED TO $55823 to $85000. Salary offers for the selected candidate are based on the candidates education and experience related to the position as well as our agency budget and equity.

Provides budget and accounting support to DOJ and to the Chief Financial Officer (CFO).
  • This position assists the CFO with strategic budget planning reporting results of activity and provides reasonable data quality assurance. Managing and reporting budget and accounting information that is essential to efficient operation of the department throughthe recording classifying examining and analyzing the data and records of budget and expenditure transactions.
Budget Development Execution and Monitoring
  • Responsible for the successful completion of all IBIS entries including biennial budget certification process expansion items budget revisions; justifications to support budgetary changes monitoring reports and expenditures for compliance with applicable state budget rules legislative intent and federal and state laws; processes new salary related actions in IBIS and monitors and updates salary control.
  • Must monitor the general fund to ensure compliance with the State Budget Act and the State Budget Manual rules and regulations.
Grant Management Oversight
  • Oversee DOJ grants for compliance provide guidance and directions to DOJ Grant Managers write grant policies and procedures and monitor grant portfolio prepare required reports.
  • Analyze and research grant issues that may impact the Department.
  • Set-up grant budget in IBIS. Draw-down federal funds complete federal reports for grants and serve as DOJ fiscal representative to all grant agencies.
  • Analyze grant funds / spending patterns to determine appropriate actions.
Other Activities
  • Review appropriate reports daily for accuracy of transactions; preparation analysis review and completion of required reports.
  • Perform month end closing activities.
  • Approve workflow items in FIORI and E-Procurement. Review/Approve department BDAs. Transfer funds based on payroll needs and work on special projects.

Knowledge Skills and Abilities / Competencies

Management Preferences:
A sound understanding and considerable knowledge about the State Budget Act the State Budget Manual and financial accounting and budget procedures and practices related to State Government.
Ability to work independently with minimal supervision when working on complex matters and analyze complex financial problems and recommend possible solutions.
Ability to communicate clearly and concisely both verbally and in writing including conveying complex information into its most basic components for non-financial personnel.
Working knowledge needed for IBIS NCFS FIORI/BOBJ reporting and eProcurement. Should be highly proficient in using Microsoft Excel and Microsoft Word.

Minimum Education and Experience Requirements

Bachelors degree in business administration public administration accounting or related field from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.

Veterans Preference: Applicants seeking Veterans Preference must attach a copy of their DD-214 or discharge orders.

Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if you are a current member of the NC National Guard in good standing. If you are a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions you must attach either a DD256 or NGB 22.
